INTOXICATING LIQUOR ACT 2003 (SECTION 21) REGULATIONS 2004.
I, JOHN O'DONOGHUE, Minister for Arts, Sport and Tourism, in exercise of the powers conferred on me by section 21 of the Intoxicating Liquor Act 2003 (No. 31 of 2003), hereby make the following regulations:

1.  (1)  These Regulations may be cited as the Intoxicating Liquor Act 2003 (Section 21) Regulations 2004.
(2)  These Regulations shall come into operation on 1st July 2004.

2.  In these Regulations “Act” means the Intoxicating Liquor Act 2003 (No. 31 of 2003).

3.  An arena or stadium specified in Schedule 1 to these Regulations is prescribed for the purposes of section 21 of the Act.

4.  (1)  The area indicated by the colour red on the maps (set out in Part 1 of Schedule 2 to these Regulations) of Croke Park Stadium, Dublin 3, in the county of Dublin, being a designated national sporting arena, is prescribed for the purposes of paragraph (a) of section 21(4) of the Act.
(2)  The area indicated by the colour blue on the maps (set out in Part 2 of Schedule 2 to these Regulations) of Croke Park Stadium, Dublin 3, in the county of Dublin, being a designated national sporting arena, is prescribed for the purposes of paragraph (b) of section 21(4) of the Act.

5.  (1)  The area indicated by the colour red on the maps (set out in Part 1 of Schedule 3 to these Regulations) of Lansdowne Road Stadium, Lansdowne Road, Dublin 4, in the county of Dublin, being a designated national sporting arena, is prescribed for the purposes of paragraph (a) of section 21(4) of the Act.
(2)  The area indicated by the colour blue on the maps (set out in Part 2 of Schedule 3 to these Regulations) of Lansdowne Road Stadium, Lansdowne Road, Dublin 4, in the county of Dublin, being a designated national sporting arena, is prescribed for the purposes of paragraph (b) of section 21(4) of the Act.

EXPLANATORY NOTE.
(This note is not part of the Instrument and does not purport to be a legal interpretation.)
These Regulations made by the Minister for Arts, Sport and Tourism, which will come into operation on 1st July 2004, designate ‘national sporting arenas’ and prescribe areas for the sale and consumption of alcohol pursuant to section 21 of the Intoxicating Liquor Act 2003 .
Section 21 of the Act provides that the Minister may designate national sporting arenas by regulations. The owners of such designated venus may then apply to the Minister for a certificate approving of the issue of a licence for the sale and consumption of intoxicating liquor in prescribed areas of the arena.
