PRIVATE SECURITY (IDENTITY BADGE) REGULATIONS 2009
Notice of the making of this Statutory Instrument was published in
“Iris Oifigiúil” of 25th August, 2009.
The Private Security Authority, in exercise of the powers conferred on it by section 30 of the Private Security Services Act 2004 (No. 12 of 2004) and with the consent of the Minister for Justice, Equality and Law Reform, hereby makes the following regulations:
1. These Regulations may be cited as the Private Security (Identity Badge) Regulations 2009.
2. These Regulations come into effect on 1st September 2009.
3. In these Regulations—
“Act of 2004” means the Private Security Services Act 2004 ;
“licensed premises” has the same meaning as it has in the Private Security (Licensing and Qualifications) Regulations 2006 ( S.I. No. 468 of 2006 );
“door supervisor (licensed premises)” has the same meaning as it has in the Private Security (Licensing and Qualifications) Regulations 2006;
“security guard (static)” has the same meaning as it has in the Private Security (Licensing and Qualifications) Regulations 2006.
4. The categories of persons specified in Schedule 1 are prescribed asprescribed categories for the purposes of section 30 of the Act of 2004.
5. In the case of an identity badge which is also a licence card issued by the Private Security Authority, the form, content and size of such badge as specified in Schedule 2 is prescribed as the form, content and size of an identity badge to be worn by the categories of persons prescribed by Regulation 4.
6. (1) In the case of an identity badge which is not a licence card issued by the Private Security Authority—
(a) the form of identity badge specified in Part 1 of Schedule 3 is prescribed as the form of identity badge to be worn by the categories of persons prescribed by Regulation 4;
(b) the matters specified in Part 2 of Schedule 3 are prescribed as the content of identity badges to be worn by the categories of persons prescribed by Regulation 4;
(c) the size of identity card specified in Part 3 of Schedule 3 is prescribed as the minimum size of identity badge to be worn by the categories of persons prescribed by Regulation 4.
SCHEDULE 1 Categories of persons prescribed for the purposes of section 30 of the Act of 2004
1. Persons holding a door supervisor (licensed premises) category of licence who are providing a security service as a door supervisor in relation to licensed premises.
2. Persons holding a security guard (static) category of licence who are providing a security service as a static security guard other than while such service is being provided—
(a) for the protection of property, or
(b) in close proximity to premises in relation to which the service is being provided,
and as respects such service it is necessary for the effective provision of the service concerned that members of the public should not be aware that the person is providing such service.
SCHEDULE 2 Identity badges which are licence cards
The form, content and size of a licence card issued by the Private Security Authority.
SCHEDULE 3 Identity badges which are not licence cards
Part 1 Form of identity badges
Identity badges shall be—
(a) in rectangular form,
(b) made of—
(i) durable white plastic, or
(ii) durable white paper or cardboard which is laminated in clear plastic film,
(c) the content other than photograph is printed on the card in durable black ink and is printed parallel to the edge of the badge which is longer.
Part 2 Content of Identity Badges
1. The words “PRIVATE SECURITY AUTHORITY” shall appear in capital letters and the characters shall be a minimum height of 3 millimetres.
2. The logo of the Private Security Authority shall appear and the height of the logo shall be a minimum of 3 millimetres.
3. The licence number of the person providing the service shall appear in characters of not less than 5 millimetres in height.
4. A sharp and clear colour photograph of a full front view of the head of the person providing the service shall appear on the left of the badge which photograph is—
(a) of such size and clarity that it is possible to easily identify the person providing the service from the photograph,
(b) one in which sunglasses are not worn,
(c) one in which other glasses obscuring the person’s eyes are not worn.
5. The logo and name of the employer of the person providing the service may appear, and if appearing the name of the employer shall be in characters of not less than 3 millimetres in height.
Part 3 Minimum size of identity badges
Width: 85 millimetres.
Height: 50 millimetres.
The Minister for Justice, Equality and Law Reform consents to the making of the foregoing Regulations.

These Regulations prescribe for the wearing of identity badges by the holder of certain categories of licences granted under the Private Security Services Act 2004 . The form, content and size of the identity badge is also prescribed.
