Notice of the making of this Statutory Instrument was published in

I, RICHARD BRUTON, Minister for Jobs, Enterprise and Innovation, in exercise of the powers conferred on me by section 3 of the European Communities Act 1972 (No. 27 of 1972) and for the purpose of giving further effect to Regulation (EC) No 2006/2004 of the European Parliament and of the Council of 27 October 20041 as amended by Regulation (EU) No 181/2011 of the European Parliament and of the Council of 16 February 20112 , hereby make the following regulations:
1. These Regulations may be cited as the European Communities (Cooperation between National Authorities Responsible for the Enforcement of Consumer Protection Laws) (Amendment) (No.2) Regulations 2013.
2. In these Regulations, “Regulations of 2013” means the European Communities (Cooperation between National Authorities Responsible for the Enforcement of Consumer Protection Laws) (Amendment) Regulations 2013 ( S.I. No. 122 of 2013 ).
3. The European Communities (Cooperation between National Authorities Responsible for the Enforcement of Consumer Protection Laws) Regulations 2006 ( S.I. No. 290 of 2006 ) are amended—
(a) in Regulation 2(1) (amended by Regulation 3(a) of the Regulations of 2013) by substituting the following definition for the definition of “Council Regulation”:
“ ‘Council Regulation’ means Regulation (EC) No 2006/2004 of the European Parliament and of the Council of 27 October 2004 on cooperation between national authorities responsible for the enforcement of consumer protection laws1 as amended by Directive 2009/136/EC of the European Parliament and of the Council of 25 November 20093 , Regulation (EU) No 1177/2010 of the European Parliament and of the Council of 24 November 20104 , Regulation (EU) No 181/2011 of the European Parliament and of the Council of 16 February 20112, and Regulation (EU) No 954/2011 of the European Parliament and of the Council of 14 September 20115 ;”, and
(b) in the Schedule by inserting the following entry after the entry at Reference Number 18 (inserted by Regulation 3(b) of the Regulations of 2013):

EXPLANATORY NOTE
(This note is not part of the Instrument and does not purport to be a legal interpretation)
These regulations amend S. I. No. 290 of 2006 on Cooperation between National Authorities responsible for the Enforcement of Consumer laws. The regulations implemented Regulation (EC) 2006/2004 of the European Parliament and of the Council of 27 October 2004 by designating competent authorities to carry out the functions of information exchange, cooperation and infringement proceedings in respect of specified EU consumer Directives/Regulations.
S. I. No. 290 of 2006 is amended in order to designate competent authorities for a new regulation, which was not provided for in the original regulations.
The National Transport Authority is designated for the purpose of Regulation (EU) No 181/2011 of the European Parliament and of the Council of 16 February 2011 concerning the rights of passengers when travelling by bus and coach Transport.
