On 30 May 2007, the Council adopted Joint Action 2007/369/CFSP (1) for a period of three years. The operational phase of EUPOL AFGHANISTAN began on 15 June 2007.

Council Decision 2008/884/CFSP of 21 November 2008 implementing Joint Action 2007/369/CFSP on the establishment of the European Union Police Mission in Afghanistan (EUPOL AFGHANISTAN) (2) provided a financial reference amount to cover expenditure related to the Mission from 1 December 2008 until 30 November 2009. That financial reference amount should be increased to cover the expenditure related to EUPOL AFGHANISTAN until 30 May 2010.

EUPOL AFGHANISTAN should have a project cell for identifying and implementing projects, and provision should be made for establishing such a project cell.

Joint Action 2007/369/CFSP should be amended accordingly,

Paragraph 3 of Article 4 is replaced by the following:

‘3.   EUPOL AFGHANISTAN shall have a project cell for identifying and implementing projects. EUPOL AFGHANISTAN shall, as appropriate, coordinate, facilitate and provide advice on projects implemented by Member States and third states under their responsibility, in areas related to the Mission and in support of its objectives.’;

Paragraph 2 of Article 13 is replaced by the following:

‘2.   The financial reference amount intended to cover the expenditure related to EUPOL AFGHANISTAN for the period from 1 December 2008 until 30 May 2010 shall be EUR 81 400 000.’.
