Decision 2004/450/EC should read as follows:

COMMISSION DECISION

of 29 April 2004

laying down standard requirements for the content of applications for Community financing for programmes for the eradication, monitoring and control of animal diseases

THE COMMISSION OF THE EUROPEAN COMMUNITIES,

Having regard to the Treaty establishing the European Community,

Having regard to Council Decision 90/424/EEC of 26 June 1990 on expenditure in the veterinary field (1), and in particular Article 24(11) thereof,

Whereas:

Decision 90/424/EEC provides for the possibility of a financial contribution by the Community towards the eradication and monitoring of the animal diseases listed in that Decision and for the monitoring and control of certain zoonoses. Each year, Member States are to submit to the Commission the programmes for which they wish to receive a financial contribution.

Criteria for the eradication and monitoring programmes provided for in Decision 90/424/EEC have been established by Council Decision 90/638/EEC of 27 November 1990 laying down Community criteria for the eradication and monitoring of certain animal diseases (2).

(3)

Commission Decision 2002/677/EC (3) lays down standard reporting requirements for programmes of eradication and control of animal diseases co-financed by the Community.

(4)

Similarly standard requirements for the content of applications for Community financing for eradication, monitoring and control programmes should improve the process of submission, approval and assessment of progress during implementation of the programmes. Standard requirements should also create greater clarity and transparency for the Member States and the Commission and clarify the criteria laid down in Decision 90/638/EEC for the Member States.

The standard requirements should cover all the criteria laid down in Decision 90/638/EEC. For the sake of consistency they should be in line with the standard reporting requirements for eradication and control programmes laid down in Decision 2002/677/EEC.

The measures provided for in this Decision are in accordance with the opinion of the Standing Committee on the Food Chain and Animal Health,

HAS ADOPTED THIS DECISION:

Article 1

Member States seeking a financial contribution from the Community for programmes for the eradication, monitoring and control of the animal diseases referred to in Annex I shall submit applications containing:

(a)

in respect of the animal diseases referred to in Annex I, Part A, at least the information set out in Annex II;

(b)

in respect of the animal diseases referred to in Annex I, Part B, at least the information set out in Annex III.

Article 2

This Decision is addressed to the Member States.
