The Regulation is established under Section 295 of the “Aliens Act".

§ 1.  Fulfilment of alien’s notification obligation

 (1) An alien, who has been issued a residence permit under Section 118, clause 1 of the “Aliens Act”, shall notify the Police and Border Guard Board, or the police prefecture of any change of his or her marital or family status within two weeks following the change in the marital or family status, if such change was registered in a foreign state.

 (2) An alien staying in Estonia under a residence permit shall notify the Police and Border Guard Board, or the police prefecture of his or her punishment under criminal procedure within two weeks following the entry into effect of the relevant judgement, if the punishment was imposed on the alien by a law enforcement authority of a foreign state.

 (3) An alien, who has been issued a residence permit under Section 118, clause 4 of the “Aliens Act”, shall notify the Police and Border Guard Board, or the police prefecture of any change of his or her employment conditions and termination of the contract within two weeks following the occurrence of the said circumstances.

 (4) An alien staying in Estonia under a residence permit, whose residence permit has been issued subject to the existence of an insurance coverage, shall notify the Police and Border Guard Board, or the police prefecture forthwith of the expiry or termination of the insurance contract covering medical expenses connected with his or her illness or injury.

 (5) An alien staying in Estonia under a residence permit shall notify the Police and Border Guard Board, or the police prefecture forthwith of his or her conscription into service in the armed forces of a foreign state, of his or her serving as a professional member of the armed forces of a foreign state, or of his or her entering into contractual relations with the armed forces, or of his or her assignment to the reserve forces thereof or retirement therefrom.

 (6) An alien shall notify the Police and Border Guard Board of the circumstances referred to in Subsections (1) – (5) hereof in writing, appending a document evidencing of such circumstance, or a copy thereof.

§ 2.  Fulfilment of employer's notification obligation

 (1) The employer shall notify the Police and Border Guard Board, or the police prefecture of any change in the conditions of employment determined by the temporary residence permit for employment, and of the termination of the contract within one week following the occurrence of the said circumstance, if the residence permit of the alien was issued under Subsection 118 (4) of the “Aliens Act".

 (2) The employer shall notify the Police and Border Guard Board, or the police prefecture forthwith of non-conclusion of the contract constituting the basis for employment of the alien who has registered a short-term employment, or of a premature termination of the respective contract.

 (3) The research and development institution shall notify the Police and Border Guard Board, or the police prefecture forthwith of the termination of the hosting contract concluded with the alien.

 (4) The employer shall notify the Police and Border Guard Board of the circumstances referred to in Subsections (1) – (3) hereof in writing.

§ 3.  Fulfilment of notification obligation of educational institution

 (1) An educational institution shall notify the Police and Border Guard Board, or the police prefecture forthwith if an alien, who has received a temporary residence permit for study, has not commenced the study within the term prescribed, of the ex-matriculation of the alien from the educational institution, of termination or interruption of studies or conclusion of the contract on field training with an alien or termination of the concluded contract.

 (2) The educational institution shall notify the Police and Border Guard Board of the circumstances referred to in Subsection (1) hereof in writing.

§ 4.  The Regulation shall enter into force on 1 October 2010.
