Chapter 1 STATE CULTURAL AWARDS 

§ 1.  State cultural awards

  The cultural awards of the Republic of Estonia (hereinafter the award) are designated for outstanding creative achievements in the field of culture. The award shall be designated to a natural person.

§ 2.  Number and types of awards

 (1) Each year are designated:
 1) three awards for long-term outstanding creative activity;

 2) five awards for outstanding works that have reached the public in the preceding calendar year.

 (2) The award is accompanied with a certificate and commemorative medal.

 (3) The state cultural award is granted in the procedure provided for in the Administrative Procedure Act (RT I 2001, 58, 354) unless otherwise provided for in this Act.

§ 3.  Amount of award

  Each year the amount of the award is determined in the state budget.

§ 4.  Submission of proposals for designation of awards

 (1) Proposals for designation of awards may be submitted:
 1) by artistic associations;
 2) other legal persons whose statutes provide for cultural and educational activities;
 3) former laureates;
 4) local governments.

 (2) Proposals shall be submitted to the Cultural Awards Committee by 10 January each year.

§ 5.  Cultural Awards Committee

 (1) The Government of the Republic shall form the Cultural Awards Committee (hereinafter the Committee) and approve the composition thereof for three years. The chairman of the committee is the minister responsible for the field according to the post.

 (2) The Committee shall have the competence for discussion, examination of the presented works and making a proposal to the Government of the Republic for the designation of awards. The rules of procedure of the Committee shall be approved by the Government of the Republic.

 (3) The Committee shall disclose the properly submitted proposals and their submitters in a national newspaper at the latest by 1 February each year.

§ 6.  Designation and transfer of awards

 (1) The awards shall be designated by the Government of the Republic on the proposal of the chairman of the Committee.

 (2) The awards shall be handed over on the anniversary of the Republic of Estonia.

Chapter 2 STATE CULTURAL GRANTS  

§ 7.  State cultural grants

  The cultural grants of the Republic of Estonia (hereinafter grants ) are designated to support the cultural projects and creative orders that are essential from the perspective of the national cultural policy or for study support in foreign higher educational or research institutions. The grant may be designated to a natural person, legal person or authority.

§ 8.  Number and amount of grants

 (1) 20 grants shall be designated each year.

 (2) The amount of the grant shall be determined in the state budget each year.

 (3) The state cultural grant shall be given in the procedure provided for in the Administrative Procedure Act (RT I 2001, 58, 354) unless otherwise provided for in this Act.

§ 9.  Submission of proposals and applications

  Suggestions and applications for the designation of grants may be submitted by:
 1) artistic associations;
 2) other legal persons and agencies whose statutes provide for cultural and educational activities;
 3) local governments.

§ 10.  Designation of grant

 (1) The grant shall be designated by a directive of the minister responsible for the field, indicating the use of the grant.

 (2) The Ministry of Culture shall disclose the decisions on the designation of grants through a national newspaper.

§ 11.  Submission and disclosure of report

 (1) The receiver of the grant is required to submit the report on the use of the grant to the Ministry of Culture.

 (2) The reports on the use of grants shall be disclosed in the procedure provided for in subsection 10 (2) of this Act.

Chapter 3 STATE LANGUAGE AWARD

§ 12.  State Language Award

 (1) The State F.J.Wiedemann Language Award (hereinafter the award ) is granted each year to one natural person for outstanding merits upon study, organisation, teaching, promotion or use of the Estonian language.

 (2) The award includes a certificate.

 (3) The award is granted in the procedure provided for in the Administrative Procedure Act (RT I 2001, 58, 354; 2002, 53, 336; 61, 375; 2003, 20, 117) unless otherwise provided for in this Act.

§ 13.  Amount of award

  The amount of the award is determined each year in the state budget.

§ 14.  Submission of proposals for designation of award

 (1) Proposals for the designation of the award may be submitted by:
 1) legal persons whose statutes provide for activities in the field of the Estonian language or culture;
 2) the Ministry of Education and Research;
 3) persons who have been granted the State F.J. Wiedemann Language Award.

 (2) Proposals shall be submitted to the Language Awards Committee by 10 January each year.

 (3) The Language Awards Committee shall disclose the properly submitted proposals and the submitters thereof in a national daily newspaper at the latest by 1 February each year.

§ 15.  Language Awards Committee

 (1) The Government of the Republic shall form the Language Awards Committee (the committee) on the proposal of the minister responsible for the field and approve the composition thereof for three years. The committee shall consist of nine members.

 (2) The minister responsible for the field shall make a proposal for approval of the composition of the committee taking account of the following criteria:

 1) at least one third of each of the following compositions of the committee shall consist of new members;
 2) one and the same person shall not be a member of the committee for more than six consecutive years.

 (3) The chairman of the committee shall be the minister responsible for the field according to the post.

 (4) The committee shall have the competence for discussion of the proposals specified in § 14 of this Act, examination of the activities of the candidates in the field of the Estonia language and making proposals to the Government of the Republic for the designation of the award. The rules of procedure of the committee shall be established by a regulation of the Government of the Republic.

§ 16.  Designation and transfer of award

 (1) The award shall be designated by the Government of the Republic on the basis of a proposal of the committee.

 (2) The award shall be handed over on the anniversary of the Republic of Estonia.
