Emergency Health Service Regulations
made under Section 25 of the
Emergency Management Act

1 In these regulations
(a) "emergency health service" means the Nova Scotia Emergency Health Service;
(b) "Minister" means the Minister of Health and Wellness;
(c) "zone" means an area of the Province designated as such by the Provincial Director of EMO (NS)*.
2 (1) When the Governor in Council has declared that a state of emergency exists in the Province or in any part of it, and while the declaration is in effect, there is hereby established a force to be known as the Nova Scotia Emergency Health Service.
(2) The Minister shall have the power to organize and direct the Emergency Health Service and without limiting the generality of the foregoing may
(a) order the enrollment of any person in one of the professions or trades listed in Schedule "A" to these regulations in the Emergency Health Service;
(b) prescribe the duties of any person enrolled in the Emergency Health Service and determine the area or place in or at which each person shall perform his duties;
(c) assume control of and operate any public or private institution giving, or capable of giving, care to injured or sick people;
(d) discharge patients from any such institutions for the purpose of admitting more severely ill or injured persons thereto;
(e) establish additional facilities for the treatment of injured or sick persons, and take possession of any building that the Minister deems necessary for this purpose;
(f) order that any supplies or equipment necessary for the care of ill or injured persons be reserved for the use of the Emergency Health Service;
(g) take possession of and use any supplies or equipment necessary for the care of such ill or injured persons;
(h) order immunization against any disease which, in the opinion of the Minister, is or is likely to become a hazard to the public health;
(j) order the purification of any public or private water supply which, in the opinion of the Minister, is or is likely to become contaminated with disease producing bacteria;
(k) order the destruction of any food which, in the opinion of the Minister, is contaminated with disease producing bacteria or radioactive substances to a degree likely to produce injury to health.
3 (1) The Minister may appoint a person in the service of the Department of Health and Wellness to be Director of Emergency Health Service and may authorize the execution by him [or her] of any or all of the Minister's powers under these regulations.
(2) The Minister may appoint a qualified medical practitioner in the Province as Zone Director of Emergency Health Service for a zone and may authorize the execution by him [or her] of any or all of the Minister's powers under these regulations.
(3) The Provincial Directors of EMO (NS)* may designate one or more areas of the Province as zones for the purpose of these regulations.
4 These regulations may be cited as the Emergency Health Service Regulations.

[*Note: Amendments to the Act and to the Public Service Act made by S.N.S. 2005, c. 48, effective December 20, 2005, established the Emergency Management Office and provided that it be headed by a CEO. Subsequently, the Emergency Management Office was abolished and responsibility for emergency management transferred to the Department of Justice and the Minister of Justice by Order in Council 2011-147 under the Public Service Act, effective April 19, 2011.]

St. John Ambulance brigade members
Trained civil defence workers
Medical record librarians
Public health administrators
Public health engineers
Students in training and retired members of the above three groups.
Food service workers
Motor pool drivers and motor mechanics
Trained clerical personnel
Note: Personnel in Group V will be requisitioned from the Manpower Authority as required.
