Gas Fitter Trade Regulations

made under Section 29 of the
Apprenticeship and Trades Qualifications Act

Citation
1 These regulations may be cited as the Gas Fitter Trade Regulations.

Definitions
2 In these regulations

(a) "Act" means the Apprenticeship and Trades Qualifications Act;

(b) "approved appliance" means any equipment or appliance which bears the nameplate or label indicating that it has been approved or certified by a certification agency accredited by the Standards Council of Canada;

(c) "Btu/h" means British Thermal Units per hour;

(d) "direct supervision" means the journeyperson is on site and available to assist and supervise the apprentice;

(e) "Director" means the Director of Apprenticeship and Trades Qualifications;

(f) "engaged" means employed for hire or remuneration;

(g) "Gas Fitter" includes Gas Technician;

(h) "Gas Fitter Trade" or "trade" means the work performed by a Gas Fitter I, a Gas Fitter II, or a Gas Fitter III;

(h) "Gas Fitter I Trade" means the installation, service, and maintenance of any size of gas utilizing appliances, piping and equipment;

(i) "Gas Fitter II Trade" means the installation, service, and maintenance of gas utilizing appliances and equipment up to and including 400 000 Btu/h input and, under the continuous and direct supervision of a Gas Fitter I, the service and maintenance of gas utilizing appliances and equipment larger than 400 000 Btu/h input;

(j) "Gas Fitter III Trade" means the installation, service, conversion or activation of a natural gas or propane appliance with an input of 400 000 Btu/h or less under the supervision of a Gas Fitter I or Gas Fitter II;

(k) "General Regulations" means regulations made by the Governor in Council under the authority of the Act that apply generally to all designated trades;

(l) "journeyperson" means a person who has acquired the knowledge and skills in a trade, occupation, or craft as attested to by a provincial or territorial authority;

(m) "supervision" means the apprentice is able to get in immediate contact with the journeyperson.

Contract of apprentice[ship]
3 No person shall enter into a contract of apprentice[ship] in the trade unless the person

(a) is 16 years of age or older;

(b) has successfully completed the 12th grade or its equivalent in the course skills required by the trade; and

(c) is in good physical condition as evidenced by a medical certificate issued by a duly qualified medical practitioner entitled to practice medicine in the Province of Nova Scotia.

Ratio of apprentices to journeypersons
4 (1) Subject to subsection (2), an employer in the trade may employ one Gas Fitter apprentice for each journeyperson.

(2) The ratio of registered apprentices to journeypersons employed by an employer in the trade may be varied from time to time with the approval of the Director of Apprenticeship, after consideration of the employment situation and the availability of certified journeypersons in the trade.

Working hours and conditions
5 Except as varied in these regulations, the working hours and conditions of work of an apprentice shall be the same as the working hours and conditions of work of a journeyperson in the shop where the apprentice is employed.

Terms of apprenticeship
6 (1) The term of apprenticeship for a Gas Fitter III is 600 hours of combined practical and technical training approved by the Director.

(2) A registered apprentice shall be eligible to be examined for a Gas Fitter III Certificate of Qualification only after the apprentice has completed the term of apprenticeship.

7 (1) The term of apprenticeship for a Gas Fitter II is 2000 hours of combined practical and technical training approved by the Director.

(2) A registered apprentice shall be eligible to be examined for a Gas Fitter II Certificate of Qualification only if the apprentice

(a) has completed the term of apprenticeship; and

(b) holds a Gas Fitter III Certificate of Qualification.

8 (1) The term of apprenticeship for a Gas Fitter I is 4000 hours of combined technical and practical training including a minimum of 500 hours of combined training and supervised practical hours on systems with a firing rate in excess of 400 000 Btu/h.

(2) A registered apprentice shall be eligible to be examined for a Gas Fitter I Certificate of Qualification only if the apprentice

(a) has completed the term of apprenticeship; and

(b) holds a Gas Fitter III Certificate of Qualification; and

(c) holds a Gas Fitter II Certificate of Qualification.

Examinations for persons employed
9 A person who

(a) is recommended for journeyperson status by 2 persons who are competent in the trade or who employ or supervise persons engaged in the trade, and who have sufficient knowledge of the person to vouch for that person’s skill and experience; and

(b) has been employed in the trade

(i) for not less than 900 hours, is eligible to be examined for a Gas Fitter III Certificate of Qualification,

(ii) for not less than 3000 hours, is eligible to be examined for a Gas Fitter II Certificate of Qualification, or

(iii) for not less than 6000 hours, is eligible to be examined for a Gas Fitter I Certificate of Qualification.

Gas Fitter III
10 (1) A Gas Fitter III may, under the supervision of a Gas Fitter II or Gas Fitter I, perform the following on a propane or natural gas appliance with an input of 400 000 Btu/h or less:

(a) install, test, reactivate, or remove any piping or tubing or a component in a piping or tubing system of a size not greater than 2 inches NPS to an appliance downstream of the natural gas meter or propane vapour service valve up to the appliance control valve;

(b) reactivate a previously installed or previously converted appliance.

(2) A Gas Fitter III shall not perform the initial activation of a new or newly converted appliance.

(3) A Gas Fitter III may, under the direct supervision of a Gas Fitter I or Gas Fitter II, perform the following on a propane or natural gas appliance with an input of 400 000 Btu/h or less:

(a) disconnect and reconnect water piping, as necessary, to exchange, service or install an approved appliance and carry out the replacement necessary to complete the reconnection of controls and components forming part of the appliance, but shall not alter, remove, repair, or replace any cross connection control devices, or perform any additional plumbing work unless he or she holds a valid Certificate of Qualification in the Plumber Trade recognized under the Act;

(b) install, service, convert or activate a natural gas or propane appliance, or a component essential to the operation of the appliance;

(c) clean, lubricate, or perform maintenance on a natural gas or propane appliance;

(d) clean, remove, or replace a vent connector, venting, or draft control device;

(e) install, inspect, test, alter, purge, activate, reactivate, repair, service or remove any piping or tubing, or component in a piping or tubing system downstream of the natural gas meter or propane service valve, but the person shall not weld piping or tubing unless he or she is qualified to do so under the [Steam] Boiler[s] and Pressure Vessel[s] Act or unless he or she does the welding in accordance with a procedure approved under the Act.

(4) A Gas Fitter III may, in the presence of a Gas Fitter I or a Gas Fitter II, install, service, convert or activate a natural gas or propane appliance having an input of 400 000 Btu/h or less and install/exchange propane supply containers.

Gas Fitter II
11 (1) A Gas Fitter II may install, purge, activate, repair, service, or remove a natural gas or propane appliance having an input of 400 000 Btu/h or less and its equipment and accessories essential to the operation of the appliance.

(2) A Gas Fitter II may, on a natural gas or propane appliance having an input of 400 000 Btu/h or less and equipment essential to the operation of the appliance,

(a) install, inspect, test, activate, purge, service, repair, maintain, or remove any piping or tubing or component in a piping or tubing system up to and including 2 inches in diameter to a pressure of 5 psi to an appliance downstream of a natural gas meter;

(b) install, inspect, test, activate, purge, service, repair, maintain, or remove any piping or tubing or component in a piping or tubing system of a size not greater than 2 inches NPS to an appliance of a propane vapour system, including installation and removal of the propane supply container;

(c) install, inspect, service, remove, repair, or replace any vent, vent connector, draft control device or other component in a gas-fired appliance venting system;

(d) disconnect and reconnect water piping, as necessary, to exchange, service or install an approved appliance and carry out the replacement necessary to complete the reconnection of controls and components forming part of the appliance, but shall not alter, remove, repair, or replace any cross connection control devices, or perform any additional plumbing work unless he or she holds a valid Certificate of Qualification in the Plumber Trade recognized under the Act;

(e) perform maintenance on, service, or replace a mechanical or electrical component or accessory;

(f) perform the tasks that are necessary to replace controls and components forming part of an appliance other than replacing a low water cut-off on a boiler with an operating pressure above 15 psi, but shall not perform any additional steamfitting/pipefitting work unless he or she holds a valid Certificate of Qualification in the Steamfitter/Pipefitter Trade recognized under the Act;

(g) install, service, remove, or replace components and accessories forming part of the gas- side of a refrigerating or air conditioning unit, but shall not perform any additional work beyond the gas-side of the appliance unless he or she holds a valid Certificate of Qualification in the Refrigeration and Air Conditioning Mechanic Trade recognized under the Act;

(h) disconnect and reconnect electrical supply wiring in order to exchange, service, or repair an approved appliance and carry out the replacement necessary to complete the reconnection of controls and components forming part of the appliance, but shall not run wiring back to the panel or perform any additional electrical work related to the wiring of the appliance unless he or she holds a valid Certificate of Qualification in the Construction Electrical Trade recognized under the Act;

(i) install, repair, service, remove, or replace the plenum connection or components forming part of the plenum connection in order to complete the installation of a natural gas or propane appliance, but shall not perform any additional sheet metal work beyond the plenum connection unless he or she holds a valid Certificate of Qualification in the Sheet Metal Worker Trade recognized under the Act.

Gas Fitter I
12 A Gas Fitter I may, on any natural gas or propane appliance,

(a) install, inspect, test, activate, purge, service, repair, or remove a natural gas or propane appliance or any equipment or accessories essential to the operation of the appliance;

(b) install, inspect, test, activate, purge, service, repair, maintain, or remove any piping or tubing or component in a piping or tubing system to an appliance downstream of a natural gas meter;

(c) install, inspect, test, activate, purge, service, repair, maintain, or remove any piping or tubing or component in a piping or tubing system to an appliance or propane system, including installation or removal of the propane supply container;

(d) install, inspect, service, remove, repair, or replace any vent, vent connector, draft control device, or other component in a gas fired appliance venting system;

(e) disconnect and reconnect water piping, as necessary, to exchange, service, or install an approved appliance and carry out the replacement necessary to complete the reconnection of controls and components forming part of the appliance, but shall not alter, remove, repair, or replace any cross connection control devices, or perform any additional plumbing work unless he or she holds a valid Certificate of Qualification in the Plumber Trade recognized under the Act;

(f) perform maintenance on, service, or replace a mechanical or electrical component or accessory that is either part of an appliance or is essential to the operation of the appliance;

(g) perform the tasks that are necessary to replace controls and components forming part of an appliance other than replacing a low water cut-off on a boiler with an operating pressure above 15 psi, but shall not perform any additional steam or pipefitting work unless he or she holds a valid Certificate of Qualification in the Steamfitter/Pipefitter Trade recognized under the Act;

(h) install, service, remove, or replace components and accessories forming part of the gas- side of a refrigerating or air conditioning unit, but shall not perform any additional work beyond the gas-side of the appliance unless he or she holds a valid Certificate of Qualification in the Refrigeration and Air Conditioning Mechanic Trade recognized under the Act;

(i) disconnect and reconnect electrical supply wiring in order to exchange, service or repair an approved appliance and carry out the replacement necessary to complete the reconnection of controls and components forming part of the appliance, but shall not run wiring back to the panel or perform any additional electrical work related to the wiring of the appliance unless he or she holds a valid Certificate of Qualification in the Construction Electrician Trade recognized under the Act;

(j) install, repair, service, remove or replace the plenum connection or components forming part of the plenum connection in order to complete the installation of a natural gas or propane appliance, but shall not perform any additional sheet metal work beyond the plenum connection unless he or she holds a valid Certificate of Qualification in the Sheet Metal Worker Trade recognized under the Act;

(k) perform any functions which may be performed by the holder of a Gas Fitter II Certificate of Qualification.
