Amending O. Reg. 176/10
(TEACHERS’ QUALIFICATIONS)
1. (1) The definition of “multi-session program of professional education” in subsection 1 (1) of Ontario Regulation 176/10 is revoked and the following substituted:
“multi-session program of professional education” means a program described in clause (a) of the definition of “program of professional education” that is delivered over two or more sessions where the first session consists of,
(a) a practicum of a minimum of 10 days that meets the requirements set out in subsection 9 (2) of the accreditation regulation, and
(b) 12 post-secondary credits or their equivalent, of which,
(i) nine credits are in a methodology course in an area of study and three credits are in a foundation course, or
(ii) six credits are in a methodology course in an area of study and six credits are in a foundation course; (“programme de formation professionnelle en plusieurs parties”)
(2) Subsection 1 (4) of the Regulation is revoked and the following substituted:
(4) For the purposes of fulfilling the work experience requirements in clause (3) (b),
(a) 1,700 hours of work experience shall be counted as equal to one year of work experience; and
(b) up to one year of work experience completed as part of a work placement or co-operative work placement in a post-secondary education program may be counted if the placement was a required element of the education program and the work experience occurred after the applicant had completed at least 50 per cent of the program.
2. (1) Subsection 11 (1) of the Regulation is revoked and the following substituted:
Applicants under s. 4 (1) or 6
(1) The Registrar may grant to an applicant under subsection 4 (1) or section 6 a general certificate of qualification and registration if the Registrar has satisfactory evidence that the applicant has complied with subsection 4 (3) or section 6, as the case may be, and section 9, and has met the requirements set out in subsection (2), (3), (4), (5) or (5.1).
(2) Section 11 of the Regulation is amended by adding the following subsection:
(5.1) The requirements under this subsection are that the applicant,
(a) holds,
(i) an acceptable post-secondary degree or qualifications the College considers to be equivalent to such a degree, and
(ii) technological qualifications; and
(b) has successfully completed,
(i) a program of professional education described in subparagraph 1 v of subsection 1 (2) of the accreditation regulation, or
(ii) for an applicant under section 6, a program that is acceptable to the College and not substantially different from a program described in subclause (i).
3. (1) Subsection 12 (1) of the Regulation is revoked and the following substituted:
Applicants under s. 4 (2) or 6 — incomplete requirements
(1) The Registrar may grant a general certificate of qualification and registration to an applicant under subsection 4 (2) or section 6 who has not completed the requirement set out in clause 11 (2) (b), (3) (c), (4) (c), (5) (b) or (5.1) (b), as the case may be, if the Registrar has satisfactory evidence that,
(a) the applicant has not previously held a general certificate of qualification and registration;
(b) the applicant has met either,
(i) the requirements described in paragraphs 1, 2 and 4 of subsection (2), or
(ii) the requirement described in paragraph 3 of subsection (2);
(c) for an applicant described in subsection 4 (2), the applicant completed a one-year program of professional education; and
(d) the applicant otherwise meets all the other requirements mentioned in subsection 11 (1) and in subsection 11 (2), (3), (4), (5) or (5.1), as the case may be.
(1.1) Subsection (1) applies to every application described in that subsection in respect of which a general certificate of qualification and registration has not been granted before September 1, 2015.
(2) Paragraph 1 of subsection 12 (2) of the Regulation is amended by striking out “or” at the end of subparagraph iii and by adding the following subparagraphs:
v. qualifications to be teachers of students who are deaf or hard of hearing,
vi. qualifications for the primary and junior divisions obtained in a program of professional education for persons of First Nation, Métis or Inuit ancestry,
vii. qualifications to be teachers of Native languages, or
viii. qualifications in the intermediate division and in the senior division in one general education subject listed in Schedule A, and qualifications in grades 9 and 10 and in grades 11 and 12 in one technological education subject listed in Schedule B.
4. (1) Subsection 14 (1) of the Regulation is amended by striking out “(4) or (5)” at the end and substituting “(4), (5) or (6)”.
(2) Section 14 of the Regulation is amended by adding the following subsection:
(6) The requirements under this subsection are that the applicant,
(a) holds,
(i) an acceptable post-secondary degree or qualifications the College considers to be equivalent to such a degree, and
(ii) technological qualifications, and
(b) has successfully completed the first session of a multi-session program of professional education described in subparagraph 1 v of subsection 1 (2) of the accreditation regulation.
5. (1) Subclause 26 (1) (b) (v) of the Regulation is amended by striking out “Religious Education” and substituting “Religious Education in Catholic Schools”.
(2) Subclause 26 (1) (b) (v) of the Regulation is amended by adding “Teacher Leadership” after “Special Education”.
(3) Clause 26 (1) (c) of the Regulation is amended by striking out “Teaching Students Who Are Deaf or Hard of Hearing — ASL/LSQ Communication (Specialist)” and substituting “Teaching Students Who Are Deaf or Hard of Hearing — American Sign Language (ASL) (Specialist) or Teaching Students Who Are Deaf or Hard of Hearing — Langue des signes québécoise (LSQ) (Specialist)”.
6. (1) Subsection 27 (1) of the Regulation is revoked and the following substituted:
Honour specialist qualifications in subjects listed in Schedule E
(1) The Registrar shall record on a candidate’s general certificate of qualification and registration an entry for an honour specialist qualification in one or two subjects listed in Schedule E if the Registrar has satisfactory evidence of the following:
1. The candidate’s general certificate of qualification and registration has an entry for qualification in the primary division, the junior division, the intermediate division in a general education subject listed in Schedule A or the senior division in a general education subject listed in Schedule A.
2. The following applies to the candidate, or the candidate holds qualifications the Registrar considers to be equivalent:
i. The candidate holds an acceptable post-secondary degree or its equivalent that required four years of post-secondary study and the completion of at least 120 post-secondary credits.
ii. In completing the degree or equivalent referred to in subparagraph i, the candidate completed,
A. in the case of two subjects, a minimum of 36 post-secondary credits in each subject and a minimum of 84 post-secondary credits in total in the two subjects, or
B. in the case of one subject, a minimum of 54 post-secondary credits in the subject.
iii. The candidate obtained at least second class or equivalent standing in the minimum number of credits required for each subject.
3. The candidate has at least two school years of successful classroom teaching experience including at least one school year teaching the subject or subjects, verified by the appropriate supervisory officer or the appropriate supervisory official.
4. After completing the experience referred to in paragraph 3, the candidate successfully completed an accredited program leading to the qualification, or an equivalent program.
(2) Subsection 27 (2) of the Regulation is amended by striking out “sub-subclause (1) (b) (i) (C)” and substituting “subparagraph 2 ii of subsection (1)”.
(3) Subsection 27 (3) of the Regulation is amended by striking out “sub-subclause (1) (b) (i) (C)” and substituting “subparagraph 2 ii of subsection (1)”.
7. (1) Subsection 28 (2) of the Regulation is amended by adding the following paragraphs:
1.1 An additional qualification in Business Studies — Data Processing.
1.2 An additional qualification in Computer Studies (listed in Schedule A).
1.3 An additional qualification in Design and Technology.
(2) Paragraph 2 of subsection 28 (2) of the Regulation is revoked and the following substituted:
2. An additional qualification in Leadership en milieu minoritaire.
2.1 An additional qualification in Science and Technology, Grades 7 and 8 (listed in Schedule C).
(3) Subparagraph 3 iii of subsection 28 (2) of the Regulation is revoked.
8. Sections 30 and 31 of the Regulation are revoked and the following substituted:
Qualification for Teaching Students Who Are Deaf or Hard of Hearing
30. (1) The Registrar shall record on a candidate’s general certificate of qualification and registration an entry for an additional qualification for Teaching Students Who Are Deaf or Hard of Hearing — American Sign Language (ASL) or for Teaching Students Who Are Deaf or Hard of Hearing — Langue des signes québécoise (LSQ) if the Registrar has satisfactory evidence that,
(a) the candidate has successfully completed an accredited program leading to the qualification, and at the time the candidate was admitted to the program he or she held a general certificate of qualification and registration, and,
(i) he or she had successfully completed at least two courses acceptable to the College in,
(A) American Sign Language, for a candidate seeking the qualification relating to American Sign Language, or
(B) Langue des signes québécoise, for a candidate seeking the qualification relating to Langue des signes québécoise, or
(ii) his or her proficiency in American Sign Language or Langue des signes québécoise, as the case may be, was at least equivalent to the proficiency that would be achieved by completing two such courses; or
(b) the candidate has successfully completed a program outside Ontario for teaching students who are deaf or hard of hearing that is equivalent to an accredited program leading to the qualification and,
(i) he or she has successfully completed at least two courses acceptable to the College in,
(A) American Sign Language, for a candidate seeking the qualification relating to American Sign Language, or
(B) Langue des signes québécoise, for a candidate seeking the qualification relating to Langue des signes québécoise, or
(ii) his or her proficiency in American Sign Language or Langue des signes québécoise, as the case may be, is at least equivalent to the proficiency that would be achieved by completing two such courses.
(2) The Registrar shall record on a candidate’s general certificate of qualification and registration an entry for an additional qualification for Teaching Students Who Are Deaf or Hard of Hearing — Aural and Oral Communication if the Registrar has satisfactory evidence that,
(a) the candidate has successfully completed an accredited program leading to the qualification, and at the time the candidate was admitted to the program he or she held a general certificate of qualification and registration, and,
(i) he or she had successfully completed at least two courses acceptable to the College in American Sign Language or Langue des signes québécoise, or
(ii) his or her proficiency in American Sign Language or Langue des signes québécoise was at least equivalent to the proficiency that would be achieved by completing two such courses; or
(b) the candidate has successfully completed a program outside Ontario for teaching students who are deaf or hard of hearing that is equivalent to an accredited program leading to the qualification and,
(i) he or she has successfully completed at least two courses acceptable to the College in American Sign Language or Langue des signes québécoise, or
(ii) his or her proficiency in American Sign Language or Langue des signes québécoise is at least equivalent to the proficiency that would be achieved by completing two such courses.
Specialist Qualification for Teaching Students Who Are Deaf or Hard of Hearing
31. (1) The Registrar shall record on a candidate’s general certificate of qualification and registration an entry for an additional qualification for Teaching Students Who Are Deaf or Hard of Hearing — American Sign Language (ASL) (Specialist) or for Teaching Students Who Are Deaf or Hard of Hearing — Langue des signes québécoise (LSQ) (Specialist) if the Registrar has satisfactory evidence that,
(a) the candidate’s general certificate of qualification and registration has an entry for a qualification for,
(i) Teaching Students Who Are Deaf or Hard of Hearing — American Sign Language (ASL), for a candidate seeking the specialist qualification relating to American Sign Language, or
(ii) Teaching Students Who Are Deaf or Hard of Hearing — Langue des signes québécoise (LSQ), for a candidate seeking the specialist qualification relating to Langue des signes québécoise;
(b) the candidate has at least one school year of successful classroom teaching experience within or outside Ontario in one or more positions requiring the relevant qualification referred to in clause (a), or the equivalent qualification, and the experience has been verified by the appropriate supervisory officer or the appropriate supervisory official; and
(c) the experience referred to in clause (b) was obtained after the granting of the qualification mentioned in that clause.
(2) The Registrar shall record on a candidate’s general certificate of qualification and registration an entry for an additional qualification for Teaching Students Who Are Deaf or Hard of Hearing — Aural and Oral Communication (Specialist) if the Registrar has satisfactory evidence that,
(a) the candidate’s general certificate of qualification and registration has an entry for a qualification for Teaching Students Who Are Deaf or Hard of Hearing — Aural and Oral Communication;
(b) the candidate has at least one school year of successful classroom teaching experience within or outside Ontario in one or more positions requiring the qualification referred to in clause (a), or the equivalent qualification, and the experience has been verified by the appropriate supervisory officer or appropriate supervisory official; and
(c) the experience referred to in clause (b) was obtained after the granting of the qualification mentioned in that clause.
(3) The Registrar may exempt a candidate from the requirements specified in clauses (1) (a) and (c) or (2) (a) and (c) if the Registrar has satisfactory evidence that the candidate meets the corresponding requirements in subclause 30 (1) (b) (i) or (ii) or 30 (2) (b) (i) or (ii).
9. Subsection 45 (2) of the Regulation is revoked and the following substituted:
(2) Any person who, on May 30, 2009, held a qualification identified in the Table to this subsection continues to hold the qualification after that day despite its revocation from the Schedules.

11. The Regulation is amended by adding the following section:
2015 amendments
49. (1) Any person who, on August 31, 2015, holds a qualification for Teaching Students Who Are Deaf or Hard of Hearing — ASL/LSQ Communication is deemed, on and after September 1, 2015, to hold,
(a) the qualification for Teaching Students Who Are Deaf or Hard of Hearing — American Sign Language (ASL) if the person meets the requirements set out in subsection 30 (1) relating to American Sign Language; or
(b) the qualification for Teaching Students Who Are Deaf or Hard of Hearing — Langue des signes québécoise (LSQ) if the person meets the requirements set out in subsection 30 (1) relating to Langue des signes québécoise.
(2) Any person who, on August 31, 2015, holds a qualification for Teaching Students Who Are Deaf or Hard of Hearing — ASL/LSQ Communication (Specialist) is deemed, on and after September 1, 2015, to hold,
(a) the qualification for Teaching Students Who Are Deaf or Hard of Hearing — American Sign Language (ASL) (Specialist) if the person meets the requirements set out in subsection 31 (1) relating to American Sign Language; or
(b) the qualification for Teaching Students Who Are Deaf or Hard of Hearing — Langue des signes québécoise (LSQ) (Specialist) if the person meets the requirements set out in subsection 31 (1) relating to Langue des signes québécoise.
(3) Any person who, on August 31, 2015, holds a qualification that is set out in Column 2 of the Table to this subsection is deemed, on and after September 1, 2015, to hold the qualification set out in the corresponding cell of Column 3 of the Table.

16. (1) Subsection 9 (1) of Ontario Regulation 59/14, which would remake subsection 11 (1) of Ontario Regulation 176/10, is revoked.
(2) Subsection 10 (1) of Ontario Regulation 59/14, which would remake subsection 12 (1) and make subsection 12 (1.1) of Ontario Regulation 176/10, is revoked.
(3) Subsection 10 (2) of Ontario Regulation 59/14, which would amend paragraph 1 of subsection 12 (2) of Ontario Regulation 176/10, is revoked.
Commencement
17. (1) Subject to subsection (2), this Regulation comes into force on September 1, 2015.
(2) Subsections 5 (2), 7 (1) and (3), sections 9 and 10, subsections 13 (1), (2), (3) and 14 (3), section 16 and this section come into force on the day this Regulation is filed.
