Regulations Respecting International Letter-post Items
P.C. 1983-3198 1983-10-13Whereas a copy of the proposed International Letter-post Items Regulations, substantially in the form set out in the schedule hereto, was published in the Canada Gazette Part I on Saturday, August 6, 1983, and a reasonable opportunity was thereby afforded to interested persons to make representations to the Minister responsible for the Canada Post Corporation with respect hereto.
Therefore, His Excellency the Governor General in Council, on the recommendation of the Honourable André Ouellet, pursuant to paragraphs 17(1)(b) and (c), subparagraph 17(1)(g)(i), paragraph 17(1)(q) and section 66 of the Canada Post Corporation Act and the Universal Postal Convention, Rio de Janeiro, 1979, is pleased hereby to approve the revocation of the International First Class Mail Regulations, C.R.C., c. 1280 and the making by the Canada Post Corporation on October 7, 1983 of the annexed Regulations respecting international letter-post items.Short Title

1 These Regulations may be cited as the International Letter-post Items Regulations.

3 These Regulations apply to letter-post items that are posted in Canada for delivery outside Canada.

Limits of Size and Weight

5 (1) A letter-post item shall not exceed

(a) in the case of a card or postcard, 235 mm in length and 120 mm in width; and
(b) in any other case, 380 mm in length, 270 mm in width and 20 mm in thickness.

(2) A card or postcard shall be made of cardboard or any other material that is commonly used in printing and that is of sufficient grammage to provide the stiffness necessary for the card or postcard to withstand processing without difficulty.

(2) The length of any letter-post item shall be not less than 14 cm and the width thereof shall be not less than 9 cm.

Customs Documentation

7.1 (1) A letter-post item that, by reason of its volume, nature or value, may be subject to customs duty in the country of destination shall have affixed on the address side thereof in the upper left-hand corner, under the sender’s name and address, where given,

(a) a completed green CN22 label; or
(b) a completed green printed facsimile of the label referred to in paragraph (a) that is 74 mm in length and 52 mm in width.

(2) Where the value of a letter-post item referred to in subsection (1) exceeds $500 and the item is addressed for delivery to the United States, its territories and possessions, the sender shall

(a) complete the customs document required by the Corporation; and
(b) securely affix the customs document to the item on the address side where possible.

(3) Where the value of a letter-post item referred to in subsection (1) exceeds $500 and the item is addressed for delivery to a country other than the United States, its territories and possessions, the sender shall

(a) complete a Customs Declaration Dispatch Note in the form set out in Schedule III; and
(b) securely affix the Customs Declaration Dispatch Note referred to in paragraph (a) to the item on the address side when possible.

General Conditions

8 No letter or postcard enclosed in an envelope and no self-mailer shall be transmitted by post unless the envelope or self-mailer is completely sealed and rectangular in shape.

9 Where the name and address of the sender of a letter or postcard appear on the address side thereof, such name and address shall be located in the upper left-hand corner.

Postcards

11 (1) The expression “post card”, “postcard” or “carte postale” shall appear on the face of all postcards other than illustrated postcards.

(2) The following articles shall not be attached to a postcard:

(a) samples of merchandise or similar articles;
(b) photographs;
(c) cuttings of any kind;
(d) fold-back sheets; and
(e) cloth, embroidery, spangles and other decorative articles.

(3) No postcard shall have projecting or raised relief parts.

12 Any illustration, stamp, label or address slip may be affixed to a postcard if it

(a) consists of paper or any other very thin substance;
(b) adheres completely to the postcard;
(c) in the case of an illustration or stamp, is affixed to the back of the postcard or left-hand portion of the face of the postcard; and
(d) in the case of a label or address slip, is affixed to the back of the postcard or the left-hand portion or whole of the face of the postcard.

13 Every postcard shall be rectangular in shape, or if not rectangular in shape, be enclosed in a rectangular envelope.

Air Mail

14.1 All letters and postcards shall bear on the address side in the upper left-hand corner, under the sender’s name and address, where given, the words “Air Mail” and “Par avion”, in bold capital letters in blue or black, or have affixed thereon a blue or black label bearing the words “Air Mail” and “Par avion”.
