22.     Appeals

 

            (1) Where any person is aggrieved by the refusal of any application made in accordance with the provisions of this Act for the issue of any licence, certificate or permit, or the removal by the Commissioner of his name from the register of arms dealers, he may appeal in writing to the Minister, whose decision shall be final.

            (2) Notice of appeal under this section specifying the grounds thereof shall be lodged with the Commissioner within 14 days after the date on which the appellant first received notice, whether written or oral, of the decision by which he is aggrieved and the Commissioner shall cause the notice of appeal to be sent to the Minister without delay.

            (3) On an appeal under this section the Minister may either dismiss the appeal or give such directions to the Commissioner as he may think fit.
