CHAPTER 319

NATIONAL PUBLIC LIBRARY REGULATIONS (Section 28)

1. These Regulations may be cited as the

NATIONAL PUBLIC LIBRARY REGULATIONS.

2. For the purposes of these Regulations-

“Act” means the National Library Service Act;

“adult member” means a member above the age of sixteen years;

“juvenile member” means a member above the age of seven and under the age of sixteen years.

“Library” shall include all service-points established in connection therewith;

“life member: means any person elected as such.

3. Members shall consist of juvenile members, adult members and life members.

4. Membership of the Library shall be free of charge.

5. Members shall have access to such parts of the Library as the Committee may approve.

6. A person desirous of becoming a member of the Library shall make application on the form provided by the Committee for the purpose, and shall state his full name, address and occupation. He shall signify on this form his willingness to abide by the rules of the Library. His membership shall be recommended by any of the persons designated at the bottom of the form, and the recommender shall sign the form in the space provided for the purpose.

7. (1) Each juvenile member will be given one ticket, and in special circumstances may be given additional tickets at the discretion of the Librarian for the borrowing of books from the juvenile departments of the Library.

(2) Each adult member will be given up to four tickets for the borrowing of books from the adult departments of the Library.

(3) Juvenile members may be allowed to borrow a book from an adult department with the permission of the Librarian.

8. Every member borrowing a book shall on receipt of the book leave with the Librarian a ticket in respect thereof.

9. No book borrowed from the Library shall be lent by a member to any person other than a member of the borrower’s household.

10. A book shall not be retained on loan for a longer period than that indicated on the date label attached to the book. A penalty of one cent shall be payable by the borrower in respect of every day that the book is retained beyond the period specified; but fines may be waived if books are donated to cover the amount outstanding. The Librarian may, in his discretion, allow a book to be retained beyond the specified period.

11. No member or unathorised person shall make any mark in or on any book, or mutilate a book in any way whatsoever. A member shall pay for any book marked, damaged, or lost by him, a sum not exceeding its full value as

may be assessed by the Librarian.

12. A book returned to the Library shall not be placed on the shelves but handed to the member of the staff on duty who shall in exchange return the member’s ticket.

13. The senior member of the staff on duty shall have the power to ask any person to leave the Library who is not properly attired, misbehaves or is not using the Library for the purpose intended.

14. Any person, whether a registered member or not, may have access to certain public departments of the Library as specified by the Committee.

15. Each Library shall be open during such periods as may be specified in rules made by the Committee relating to that Library.

16. A Suggestion Book shall be kept in each Library in which members may enter particulars of any book which they consider should be ordered for the Library. The Librarian shall not be obliged to order any book which may be recommended in the Suggestion Book.

17. If any person considers that he has cause for complaint against a member of the Library staff, he shall put such complaint before the Librarian or the Committee. In no circumstances shall a person reprimand or give orders to a member of the staff.

18. At Committee meetings four shall form a quorum.

19. The Chairman, or the member presiding in his absence, shall have both an original and a casting vote.

20. The Librarian shall decide what is a reference book. No reference book shall be removed from the Library except with the consent of the Librarian.

21. No smoking shall be permitted in Library areas specified by the Committee.

22. Silence shall be observed in such rooms of the Library as may be prescribed by notice posted therein.

23. Dogs may not be brought into the Library.

24. The Committee shall have power to refuse to admit any person to the Library who-

(a) has been found guilty of willful damage to the books or other property;

(b) misbehaves himself upon the Library premises in such a way as to annoy the staff and other users of the Library;

(c) fails to comply with the rules of the Library.

CHAPTER 319

NATIONAL SUB-LIBRARIES REGULATIONS (Section 28)

1. These Regulations may be cited as the

NATIONAL SUB-LIBRARIES REGULATIONS.

2. For the purpose of these Regulations-

“Council” means the Town Council of the district in which any sub-library is situate;

“juvenile member” means a person under the age of fifteen years;

“National Library” means the Belize National Public Library (Leo Bradley Library);

“sub-library” means any library other than the National Library.

3. In any sub-library members shall consist of ordinary members and juvenile members.

4. An ordinary member shall have the right to read any book in the sub- library and to borrow one book (other than a reference book), subject to making such deposit as the Board may from time to time prescribe.

5. A juvenile member shall have the right to read any book classified under “Children’s Books” and may borrow such a book on the same terms as ordinary members. A juvenile member may not read or borrow a book other than a “children’s book” except on the written request of his parent or guardian.

6. A person desirous of becoming a member of any sub-library shall sign a form undertaking to abide by the rules of the sub-library. In the case of juvenile members this undertaking shall be signed by their parent or guardian.

7. A member shall not make any mark in or on any book, or mutilate a book in any way whatsoever. A member shall pay for any book marked, damaged, or lost by him such sum not exceeding its full value as may be assessed by the Committee of Management.

8. Books returned to the sub-library shall not be placed on the shelves but shall in every case be handed to the Sub-Librarian.

9. The Board may in its absolute discretion refuse to admit any person to membership.

10. The Board shall have power to terminate the membership of any person who-

(a) is guilty of willful or repeated damage to the books or other property of the sub-library;

(b) misconducts himself in the sub-library premises in such a way as to cause annoyance to the staff or any user of the library; or

(c) fails to comply with the rules of the sub-library, or the directions of the Committee of Management.

11. The Board shall give the Librarian of the National Library a written undertaking to be responsible for books damaged or lost and for the upkeep of any furniture which may be supplied by the National Library.

12. The Board shall have power to regulate the hours during which members may use the sub-library or obtain books , the amount of deposit or other security required from members desirous of borrowing books, and the conditions under which the reading rooms (if any) may be used. The Sub-Librarian shall be under their control as far as his library duties are concerned.

They shall not have the power to incur any expense on behalf of the National Library except on the written authority of the Chairman or Librarian of the National Library.
