   and Chief Operating Officer 10 November 2005 Exemption, permit, permission and directions — bungy jumping
1          Revocation             Instrument number BKFO/324/2005 is revoked. 2          Application             This instrument applies to the helicopter bungy jumping operations (the operations) at Bondi Beach, Sydney on Thursday, 10 and Friday, 11 November 2005 that is described in the letter of request dated 7 November 2005 from Trecked Pty Ltd, Aviation Reference Number (ARN) 572747 (the operator). 3          Exemption              The pilot in command of the twin engine Kawasaki BK117 helicopter bearing the nationality and registration marks VH-FHB (the helicopter) is exempt from compliance with regulation 150 of CAR 1988 during the operations. 4          Permit — low flying             A permit is issued to the operator of the helicopter for the pilot in command to fly the helicopter, for the operations, at a height lower that 500 feet, in spite of subregulation 157 (1). 5          Permission — to be carried on undercarriage             A passenger (the bungy jumper) may be carried on the undercarriage of the helicopter or attached to an external cargo hook of the helicopter during the operations for the purpose of conducting the bungy jump. 6          Directions — to wear a safety harness             A person carried on the helicopter during the operations, when not wearing a seat belt, must wear an approved safety harness in accordance with instrument SBAO/016/2005. 7          Directions — about wearing a seat belt             The bungy jumper must not wear a seat belt if: (a)   he is wearing a safety harness instead of a seat belt in accordance with instrument SBAO/016/2005; or (b)   after the safety harness is released in accordance with clause 9 of Schedule 1. 8          Conditions             The exemption, permits, and directions given under this instrument are each subject to the conditions mentioned in Schedule 1. 9          Duration              This instrument: (a)   commences at 4 p.m. EST on 10 November 2005; and (b)   stops having effect at the end of 7 p.m. EST on 11 November 2005. Schedule 1          Conditions for conduct of helicopter bungy jump       1     The operations: (a)   must be in the helicopter; and (b)   may only take place off Bondi Beach on 10 and 11 November 2005 within an area kept clear for that purpose and clearly indicated.       2     For the operations, only the flight crew, the bungy jumper, and a person who performs an essential function for the operations may be carried in the helicopter.       3     The helicopter must be fitted with serviceable radar altimeter that enables cross-reference with the barometric altimeter to ensure accurate determination of the helicopter’s height above the water or the ground.       4     Subject to this instrument, the bungy jump operations must be conducted in accordance with the operator’s operations manual, including section D 16 dealing with Helicopter Bungy Operations as approved by CASA (section D 16). In particular, in spite of any permit under paragraph 157 (4) (b), the bungy jump must take place at a height above mean sea level of not less than 1 000 feet.       5     The carriage of the bungy jumper, while attached to the external cargo hook of the helicopter, must be in accordance with the instructions and procedures set out in section D16.       6     The bungy jumping equipment to be used in the operations must conform to the Australian and New Zealand standard for bungy jumping equipment, namely ASNZ 5848.       7     The helicopter may descend to less than 1 000 feet only for the purpose of enabling the recovery of the jumper by the ground crew.       8     The pilot in command during the bungy jump operations must be Andrew Page (ARN 189663), in his capacity as the operator’s chief pilot.       9     The safety harness worn by the bungy jumper must be of a type that meets the equipment requirements set out in instrument SBAO/016/2005.     10     The bungy jumper must not release the safety harness worn in accordance with instrument SBAO/016/2005 except in order to leave the cabin after ensuring that he is properly secured to the bungy line.     11     The operations must take place under day V.F.R. with not more than 25 knots of wind.     12     As early as possible before the operation on 10 November 2005, and at least 24 hours before the operation on 11 November 2005, the operator must inform the following NSW government, regulatory and civic authorities of the operation, namely the NSW Police, the relevant local government council or authority, the relevant waterways board or authority, and the NSW Premier’s Department.     13     The operations must be conducted in accordance with the proposals in the operator’s letter of request that are not inconsistent with this instrument.
