I, PHILIP MICHAEL JEFFERY, Governor-General of the Commonwealth of Australia, acting with the advice of the Federal Executive Council, make the following Regulations under the Veterans’ Entitlements Act 1986. 1              Name of Regulations                 These Regulations are the Veterans’ Entitlements (DFISA-like Payment) Amendment Regulations 2006 (No. 1). 2              Commencement                 These Regulations are taken to have commenced as follows:                 (a)    on 22 March 2006 — regulations 1 to 3 and Schedule 1;                (b)    on 29 May 2006 — regulation 4 and Schedule 2. 3              Amendment of Veterans’ Entitlements (DFISA-like Payment) Regulations 2005                 Schedule 1 amends the Veterans’ Entitlements (DFISA-like Payment) Regulations 2005. 4              Further amendment of Veterans’ Entitlements (DFISA-like Payment) Regulations 2005 Schedule 2 further amends the Veterans’ Entitlements (DFISA-like Payment) Regulations 2005.

Schedule 1        Amendments taken to have commenced on 22 March 2006 (regulation 3)    [1]           Regulation 4, after definition of Australian Government Citrus Canker Assistance Package – Income Support Payment insert Australian Government Farmers and Small Business Owners (Cyclone Larry) Assistance Package – Income Support Payment means payment, so styled, made under the Australian Government Farmers and Small Business Owners Affected by Cyclone Larry (Queensland) Assistance Package Guidelines, as in force on 22 March 2006, administered by the Department of Families, Community Services and Indigenous Affairs. [2]           Regulation 4, definition of primary payment, after paragraph (ab) insert               (ac)    Australian Government Farmers and Small Business Owners (Cyclone Larry) Assistance Package – Income Support Payment; [3]           After subparagraph 6 (b) (ia) insert                         (ib)    Australian Government Farmers and Small Business Owners (Cyclone Larry) Assistance Package – Income Support Payment; or [4]           Schedule 1, Part 2, note, after paragraph (aa) insert (ab) Australian Government Farmers and Small Business Owners (Cyclone Larry) Assistance Package – Income Support Payment; or [5]           Schedule 1, Part 2, clause 1, definition of daily provisional payment rate, paragraph (b) substitute                (b)    for primary payment that is:                           (i)    Australian Government Citrus Canker Assistance Package – Income Support Payment; or                          (ii)    Australian Government Farmers and Small Business Owners (Cyclone Larry) Assistance Package – Income Support Payment;                         the provisional fortnightly payment rate mentioned in Benefit Rate Calculator B used under the Social Security Act 1991 to work out the primary payment, converted to a daily rate by dividing the rate by 14.
 
Schedule 2        Amendments taken to have commenced on 29 May 2006 (regulation 4) [1]           Regulation 4, after definition of Australian Government Farmers and Small Business Owners (Cyclone Larry) Assistance Package – Income Support Payment insert Australian Government Farmers and Small Business Owners (Cyclone Monica and Cyclone Larry) Assistance Package – Income Support Payment means payment, so styled, made under the Australian Government Farmers and Small Business Owners Affected by the Cumulative Effects of Cyclone Monica and Cyclone Larry in Cape York (Queensland) Assistance Package Guidelines, as in force on 29 May 2006, administered by the Department of Families, Community Services and Indigenous Affairs. [2]           Regulation 4, definition of primary payment substitute primary payment means any of the following:                 (a)    ABSTUDY Living Allowance;                (b)    Australian Government Citrus Canker Assistance Package – Income Support Payment;                 (c)    Australian Government Farmers and Small Business Owners (Cyclone Larry) Assistance Package – Income Support Payment;                (d)    Australian Government Farmers and Small Business Owners (Cyclone Monica and Cyclone Larry) Assistance Package – Income Support Payment;                 (e)    Exceptional Circumstances Relief Payment;                 (f)    Farm Help Income Support;                 (g)    Interim Income Support. [3]           Paragraph 6 (b) substitute                (b)    if the primary payment applying to the person on that day is:                           (i)    Australian Government Citrus Canker Assistance Package – Income Support Payment; or                          (ii)    Australian Government Farmers and Small Business Owners (Cyclone Larry) Assistance Package – Income Support Payment; or                          (iii)    Australian Government Farmers and Small Business Owners (Cyclone Monica and Cyclone Larry) Assistance Package – Income Support Payment; or                         (iv)    Exceptional Circumstances Relief Payment; or                          (v)    Farm Help Income Support; or                         (vi)    Interim Income Support;                         using Method Statement 2 set out in Part 2 of Schedule 1. [4]           Schedule 1, Part 2, note substitute Note   This Part applies if the primary payment is: (a)   Australian Government Citrus Canker Assistance Package – Income Support Payment; or (b)   Australian Government Farmers and Small Business Owners (Cyclone Larry) Assistance Package – Income Support Payment; or (c)   Australian Government Farmers and Small Business Owners (Cyclone Monica and Cyclone Larry) Assistance Package – Income Support Payment; or (d)   Exceptional Circumstances Relief Payment; or (e)   Farm Help Income Support; or (f)    Interim Income Support. [5]           Schedule 1, Part 2, clause 1, definition of daily provisional payment rate, subparagraph (b) (ii) omit Payment; insert Payment; or [6]           Schedule 1, Part 2, clause 1, definition of daily provisional payment rate, after subparagraph (b) (ii) insert                          (iii)    Australian Government Farmers and Small Business Owners (Cyclone Monica and Cyclone Larry) Assistance Package – Income Support Payment;
