I, Ian Gordon Campbell, Australian Minister for the Environment and Heritage, pursuant to subsection 303CB(1) of the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act), hereby declare that the list of CITES[1] species established under subsection 303CA(1) of the EPBC Act, has effect as if all species of the order Cetacea (all whales, porpoises and dolphins) included in Appendix II of CITES are included in Appendix I of CITES.
 
The amendment will take effect on the date that Items 423, 434, 439 and 441 of the Environment and Heritage Legislation Amendment Act (No. 1) 2006 commences.
