Federal Financial Relations (National Specific Purpose Payments) Determination 2009-10

Part 1 — preliminary
Name of Determination
1.             This determination is the Federal Financial Relations (National Specific Purpose Payments) Determination 2009-10.
Commencement
2.             This determination commences on the day on which this determination is made.
Terms and conditions
3.             Part 3 of the Act and ‘Schedule D — Payment Arrangements’ to the Intergovernmental Agreement provide that the States are required to spend each national specific purpose payment in the service sector relevant to the payment. However, they will have full budget flexibility to allocate funds within that sector as they see fit to achieve any mutually agreed objectives for that sector.
PArt 2 — National Specific purpose payments
National specific purpose payment for healthcare
4.             In accordance with subsection 10(4) of the Act, the amounts specified in Table 1 are to be paid, for the 2009-10 financial year, to the States specified in that table for the purpose of expenditure on healthcare.

National specific purpose payment for schools
5.             In accordance with subsection 11(5) of the Act, the amounts specified in Table 2 are to be paid, for the 2009-10 financial year, to the States specified in that table for the purpose of expenditure on schools.

6.             Financial assistance for non-government schools is provided for under the Schools Assistance Act 2008.
National specific purpose payment for skills and workforce development
7.             In accordance with subsection 12(5) of the Act, the amounts specified in Table 3 are to be paid, for the 2009-10 financial year, to the States specified in that table for the purpose of expenditure on skills and workforce development.

National specific purpose payment for disability services
8.             In accordance with subsection 13(5) of the Act, the amounts specified in Table 4 are to be paid, for the 2009-10 financial year, to the States specified in that table for the purpose of expenditure on disability services.

National specific purpose payment for housing services
9.             In accordance with subsection 14(5) of the Act, the amounts specified in Table 5 are to be paid, for the 2009-10 financial year, to the States specified in that table for the purpose of expenditure on housing services.
