Exemption — operations by paragliders in the Corryong Open and hang‑gliders in the Corryong Cup
1          Duration
                 This instrument:
(a)   commences on 5 January 2013; and
(b)   stops having effect at the end of 26 January 2013.
2          Definitions
                 In this instrument:
HGFA means The Hang Gliding Federation of Australia Incorporated, Aviation Reference Number 527469.
in the vicinity of has the same meaning as in subregulation 166 (2) of the Civil Aviation Regulations 1988 (CAR 1988).
paraglider means an aircraft that:
(a)   is launched by its pilot’s feet; and
(b)   does not have rigid wings.
3          Application
                       This instrument only applies to flights within 30 nautical miles radius of Corryong aerodrome, Victoria, that are conducted by paragliders in the Ozone Corryong Open and hang-gliders in the Corryong Cup (the events).
4          Exemption
                 For this exemption, the pilot in command of such an aircraft is exempt from complying with regulation 166E of CAR 1988
5          Conditions
                       The exemption is subject to the conditions mentioned in Schedule 1.
Schedule 1          Conditions
        1     A ground communications station must be established and maintained by the organisers of the events:
(a)   covering the area in the vicinity of Corryong aerodrome; and
(b)   operating daily during the competition in order to advise other aircraft, operating in that vicinity, of the launch site, activities, location, duration and direction of the participants in the events.
        2     The Competition Director is responsible for maintaining a listening watch on appropriate VHF frequencies.
        3     The ground communications station must be active on relevant UHF, VHF common traffic advisory, and VHF area, frequencies, commencing 30 minutes before activities begin and continuing for the duration of those activities.
        4     All competition paragliders and hang-gliders must be equipped with UHF radio.
        5     The organisers of the events must ensure that participants are briefed daily on the boundaries of the areas of activity in the competition flight zone, the requirements for operating in those areas, and the applicable procedures as published in a NOTAM.
        6     Paragliders and hang-gliders not equipped with serviceable VHF radios must remain clear of all certified, registered or military aerodromes, other than Corryong, and any other aerodromes designated by CASA under regulation 166D of CAR 1988.
        7     Pilots in command of participating paragliders and hang-gliders must operate in accordance with the current HGFA Operations Manual and, in particular, in accordance with its Day V.F.R. procedures.
        8     All operations must be in accordance with the current HGFA Operations Manual, CAR 1988, CASR 1998 and the Civil Aviation Orders.
        9     A pilot in command must hold at least a valid HGFA pilot certificate.
      10     The organisers of the events must advise CASA of general NOTAM requirements at least 5 days before the activity period.
      11     For each competition day, the Competition Director must provide Airservices Australia with the information required to enable the publication of a NOTAM setting out the boundaries of the areas of activity and the applicable procedures.
      12     For each competition day, the Competition Director must advise a nominated CASA officer by telephone or SMS that the requirement in clause 10 has been completed for that day.
      13     A pilot in command must comply with the procedures published in the NOTAM applicable to the events.
