1              Name of Determination
This Determination is the Greenhouse and Energy Minimum Standards (Three Phase Cage Induction Motors) Determination 2012.
2              Commencement
This Determination comes into force on the day after it is registered.
3              Definitions
In this Determination:
Act means the Greenhouse and Energy Minimum Standards Act 2012.
AS 1359.102.1-1997 means Australian Standard 1359.102.1-1997 Rotating electrical machines – General requirements – Methods for determining losses and efficiency – General, as it existed on the date this Determination came into force.
Note:               AS 1359.102.1-1997 is available from Standards Australia Limited.
AS 60034.1-2009 means Australian Standard 60034.1-2009 Rotating electrical machines – Rating and performance (IEC 60034-1, Ed. 11(2004) MOD), as it existed on the date this Determination came into force.
Note:               AS 60034.1-2009 is available from Standards Australia Limited.
AS/NZS 1359.102.3:2000 means Australian/New Zealand Standard 1359.102.3:2000 Rotating electrical machines – General requirements –Methods for determining losses and efficiency – Three-phase cage induction motors, as it existed on the date this Determination came into force.

AS/NZS 1359.5:2004 means Australian/New Zealand Standard 1359.5:2004 Rotating electrical machines – General Requirements – Three-phase cage induction motors – High efficiency and minimum energy performance standards requirements, as it existed on the date this Determination came into force.
Note:               AS/NZS 1359.5:2004 is available from Standards Australia Limited.
Australian/New Zealand Standard means a standard that is jointly published by Standards Australia Limited and Standards New Zealand, is applicable in both countries and denoted by the letters “AS/NZS” and identifying numbers and/or letters.
Australian Standard means a standard that is published by Standards Australia Limited denoted by the letters “AS” and identifying numbers and/or letters.
IEC 60034-12 means International Standard IEC 60034-12 Edition 2.1 Rotating electrical machines – Part 12: Starting performance of single-speed three-phase cage induction motors, as it existed on the date this Determination came into force.

IEC 60034-2-1  means International Standard IEC 60034-2-1 Edition 1 Rotating electrical machines – Part 2-1: Standard methods for determining losses and efficiency from tests (excluding machines for traction vehicles), as it existed on the date this Determination came into force.

IEC 60050-411 means International Standard IEC 60050-411 Edition 2.0 International Electrotechnical Vocabulary – Chapter 411: Rotating machinery, as it existed on the date this Determination came into force.

IEC 61972 means International Standard IEC 61972 Edition 1 Method for determining losses and efficiency of three-phase cage induction motors, as it existed on 22 November 2002.
Note:                 IEC 61972 is available from Standards Australia Limited.
standard means an Australian Standard, an Australian/New Zealand Standard, an IEC Standard or any other equivalent document.
 
Note:                 Several other words and expressions used in this Determination have the meaning given by section 5 of the Act. For example:
·         category A product
·         covered by
·         family of models
·         GEMS
·         GEMS labelling requirements
·         GEMS level requirements
·         model
·         product classes
4              Interpretation
(1)          If a term or phrase is not defined under the Act, the Regulations to the Act or in this Determination, but the term is defined in a standard mentioned specifically in section 3 of this Determination, the term or phrase is to be read for the purposes of this Determination as having the meaning of the term under the relevant standard.
Note:               Notwithstanding this, for convenience to users, the key terms for ascertaining if a product is covered by this Determination are defined in this Determination.
Applicable version of documents incorporated into standards
(2)          For the purposes of this Determination the applicable version of any document, including a standard, that:
(a)           is referred to in a standard under the heading ‘Referenced Documents’, or under an equivalent heading in a standard; and
(b)          must be applied to give effect to this Determination or a standard referred to in this Determination,
is the following version of the document:
(c)           if the document is the subject of a definition in section 3 of this Determination which specifies a date of effect—the version of the document that existed at that date; and
(d)          otherwise—the version of the document that existed at the date this Determination came into force.
Note:               For example clause 2.3 of AS/NZS 1359.5:2004 requires that measurement of motor efficiency is done in accordance with IEC 60034-2. The applicable version of IEC 60034-2 is the version that existed at the date this Determination comes into force. However, where it is relevant to giving effect to this Determination, IEC 61972 is to be applied as it existed on 22 November 2002, because the relevant definition supplies that date of effect.
5              Specified product classes covered by this Determination
(1)          This Determination covers three phase cage induction motors:
(a)           with a rating greater than or equal to 0.73 kilowatts but less than 185 kilowatts; and
(b)          with a rated voltage of up to 1100 volts alternating current (V a.c.).
Note 1:            This range includes motors with ratings of one horsepower (French, German or metric - 1 (hp) and 1 CV/PS).
Note 2:            This subsection reflects the scope specified in clause 1.1 of AS/NZS 1359.5:2004.
(2)          These products form a single product class for the purposes of the Act.
(3)          For subsection 23 (2) of the Act, this Determination does not cover:
(a)           submersible (sealed) motors specifically designed to operate wholly immersed in a liquid;
Note:               This does not apply to motors that normally operate with a surrounding medium of air but that may withstand inundation.
(b)          motors that are integral to, and not separable from, a driven unit as specified in subsection (4) below;
Note:               For example a motor constructed on the same shaft as a compressor for an air-conditioning unit.
(c)           multi-speed motors;
(d)          motors to be used only for short-time duty cycle applications which have a duty type rating of S2 – short-time duty;
Note:                   For example motors used for hoists, roller doors and cranes.
(e)           rewound motors in respect of which the supplier has not made any claim that the rewound motor meets a GEMS level requirement;
(f)           motors that are supplied exclusively to third parties who will incorporate the motors into equipment that will be exported to a country other than Australia or New Zealand; and
(g)          torque motors.
Note:               This subsection reflects the exclusions specified in clause 1.2 of AS/NZS 1359.5:2004.
(4)          A motor mentioned in paragraph (3) (b):
(a)           must share common components, apart from connectors such as bolts, with the driven unit; and
(b)          must not be able to be separated from the driven unit as an entire motor that can operate independently of the driven unit.
(5)          In this section:
cage induction motor means an induction motor with secondary cage winding(s).
Note:               This is the same meaning as in clause 411-33-07 of IEC 60050-411.
cage winding means a winding consisting of a number of conducting bars, having their extremities connected by conducting rings or plates at each end.
Note:               This is the same meaning as in clause 411-37-26 of IEC 60050-411.
driven unit means the appliance or piece of equipment that a motor is driving, and includes a shaft or housing.
multi-speed motor means a motor that can run at two or more discrete speeds by using switchgear to reconfigure the connection of its winding, or windings, to the supply. The term does not include a motor that runs at different speeds by means of a variable voltage or variable frequency controller.
Note:               This is the same meaning as in subclause 1.4.1 of AS/NZS 1359.5:2004.
rewound motor means a motor that has had its insulated winding replaced.
Note:               This is the same meaning as in subclause 1.4.2 of AS/NZS 1359.5:2004.
S2 – short-time duty means operation at constant load for a given time, less than that required to reach thermal equilibrium, followed by a time de‑energised and at rest of sufficient duration to re-establish machine temperatures within 2 Kelvin of the coolant temperature.
Note:               This is the same meaning as in subclause 4.2.2 of AS 60034.1-2009.
torque motor means a high slip motor designed primarily to provide torque, often at or near 100% slip.
6              GEMS level requirements
Energy use and greenhouse gas production
(1)          For paragraphs 24 (1) (a) and 25 (a) of the Act, the specified requirements for energy use are:
(a)                    the requirements mentioned in clause 2.2 (method A) of AS/NZS 1359.5:2004 but excluding the words “Where measured in accordance with AS/NZS 1359.102.3 or with IEC 61972 or with a standard method technically equivalent thereto,”; and
(b)                    the requirements mentioned in clause 2.3 (method B) of AS/NZS 1359.5:2004 but excluding the words “Where measured in accordance with AS 1359.102.1 or with IEC 60034-2 or with a standard method technically equivalent thereto,”.
Conducting tests
(2)          Subject to subsection (3), for paragraphs 24 (1) (a) and 25 (b) of the Act, the requirements for conducting tests are:
(a)           for method A—the requirements mentioned in sections 5 to 7 of AS/NZS 1359.102.3:2000 or sections 4 to 6 of IEC 61972; and
(b)          for method B—the requirements  mentioned in sections 1, 3 and 5 of AS 1359.102.1-1997 or sections 5, 6 and 8 of IEC 60034-2-1.
(3)          The testing requirements specified in subsection (2) can be met by using an alternative test method that is specified in Schedule 1 of this Determination.
Note:               In the standards the alternative test methods referred to in this subsection may be described as “technically equivalent” methods.
7              GEMS labelling requirements
Labelling and communication requirements
(1)          For paragraphs 24 (1) (b), 26 (1) (a) and 26 (1) (b) of the Act, the specified labelling and communication requirements are the requirements mentioned in clause 1.5 of AS/NZS 1359.5:2004 (Marking).
Conducting tests
(2)          For paragraphs 24 (1) (b) and 26 (1) (c) of the Act, the specified requirements for conducting tests are the same as the requirements specified in subsections 6 (2) and 6 (3) of this Determination.
8              Other GEMS requirements
High efficiency level
(1)          For subsection 24 (2) and paragraph 27 (1) (a) of the Act, the specified requirements for products covered by this Determination to meet the high efficiency level are the requirements mentioned in clauses 3.2 and 3.3 of AS/NZS 1359.5:2004.
Note:               This subsection specifies the requirements for a product to be designated as ‘high efficiency’.
Conducting tests
(2)          For subsection 24 (2) and paragraph 27 (1) (e) of the Act, the specified requirements for conducting tests in relation to paragraph 27 (1) (a) of the Act are the same as the requirements specified in subsections 6 (2) and 6 (3) of this Determination.
9              Families of models
For section 28 of the Act, there are no specified circumstances in which 2 or more models of products covered by this Determination are in the same family of models.
10            Product categories
For section 29 of the Act, the products covered by this Determination are category A products.

There are currently no alternative tests for method B.
