1  Name of regulation
                   This regulation is the Financial Management and Accountability Amendment (2013 Measures No. 1) Regulation 2013.
2  Commencement
                   Each provision of this regulation specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

                   This regulation is made under the Financial Management and Accountability Act 1997.

Add:
             (3)  For paragraph 32B(1)(b) of the Act:
                     (a)  Part 1 of Schedule 1AB specifies:
                              (i)  arrangements under which public money is, or may become, payable by the Commonwealth; and
                             (ii)  classes of arrangements; and
                     (b)  Part 2 of Schedule 1AB specifies:
                              (i)  grants of financial assistance to a State or Territory; and
                             (ii)  classes of grants; and
                     (c)  Part 3 of Schedule 1AB specifies:
                              (i)  grants of financial assistance to persons other than a State or Territory; and
                             (ii)  classes of grants; and
                     (d)  Part 4 of Schedule 1AB specifies programs.
Note:          Arrangement is defined in subsection 32B(3) of the Act.

Digital Productivity—Telehealth trial with Townsville‑Mackay Medicare Local
To assess the benefits and costs of a broadband‑enabled telehealth service to the home and develop a delivery model with a view to being adopted Australia‑wide.

Red Meat and Cattle sector—International Co‑operation and Investment Programme
To provide assistance and support to the red meat and cattle sector in overseas countries by measures including:
(a) promoting Australian investment in those sectors; and
(b) undertaking and supporting collaborative projects, including those involving educational, developmental and capacity building activities; and
(c) fostering or assisting with commercial development opportunities and domestic sectoral promotion.

Support for national expositions relating to primary industry
To provide support for national expositions, including to the extent that they relate to foreign, trading or financial corporations, relate to international or interstate trade and commerce, or are otherwise for the benefit of the nation.

Empowered Communities
To support Aboriginal and Torres Strait Islander persons by strengthening local leadership and building strong, safe, healthy and prosperous communities through the design and implementation of a reform model for Indigenous policy and service delivery.

Better Employment Outcomes for Indigenous Australians
To increase employment outcomes and participation in economic activities for Indigenous Australians by funding vocational training and employment centres to provide training and employment related services.

School Attendance Strategies
1. To encourage regular attendance of students at schools by providing assistance and services to those students and their families, schools and communities, (including by providing officers to assist school attendance) where:
(a) the assistance and services provided would be of benefit to students (within the meaning of paragraph 51(xxiiiA) of the Constitution); or
(b) the provision of the assistance and services would assist Australia to meet its obligations under the Convention on the Rights of the Child (particularly Art 28(1)), or
(c) the school concerned is in a Territory.
2. To encourage regular attendance of Indigenous students at schools by providing assistance and services to those students and their families, schools and communities, (including by providing officers to assist school attendance).

(a) the Chief Executive Officer appointed under section 16 of the Australian Aged Care Quality Agency Act 2013; and
(b) the staff mentioned in section 26 of that Act; and
(c) persons assisting the Chief Executive Officer as mentioned in section 27 of that Act; and
(d) consultants engaged under section 28 of that Act; and
(e) members of the Advisory Council established under section 29 of that Act
