Australian Technical Standard Order C1007a — flight data recorder interface unit
1          Name of instrument
       1.1     This instrument is the Australian Technical Standard Order C1007a Instrument 2013.
       1.2     This instrument may be referred to as Australian Technical Standard Order C1007a, or ATSO-C1007a.
       1.3     In this instrument, the instrument itself is referred to as “this ATSO”.
2          Commencement
                       This ATSO commences on the day after registration.
3          Purpose
This ATSO prescribes the minimum performance standards (MPS) which a flight data recorder interface unit (FDRIU) must meet to:
(a)   obtain an Australian Technical Standard Order (ATSO) authorisation or letter of design approval; and
(b)   be identified with the applicable ATSO marking.
4          Applicability
       4.1     This ATSO is effective for authorisation applications submitted after the commencement of this ATSO.
       4.2     For this instrument, the effective date is the commencement of this instrument.
       4.3     To avoid doubt, all of the requirements set out in this instrument are the MPS for a FDRIU.
5          Appendix 1 and other requirements
                 The requirements for a FDRIU are as follows:
(a)   Appendix 1 MPS
An FDRIU manufactured on or after the effective date of this ATSO must meet the MPS specified in Appendix 1;
(b)   Functionality
        The standards set out in this ATSO apply to an FDRIU that is to be as follows:
             (i)  airframe mounted and
            (ii)  functioning as an interface between analogue aircraft systems and digital flight data recorders (DFDR).
(c)   Failure condition classification
        The applicant must ensure the FDRIU has a design assurance level commensurate with the failure condition classification of “Minor”.
Note 1:   Failure condition classification “Minor” is in alignment with the failure classification of TSO-C124b - Flight Data Recorder System, dated 10 April 2007.
Note 2:   For a definition of failure condition categories refer to United States Federal Aviation Administration (FAA) Advisory Circular (AC), System Design and Analysis AC 25.1309-1A, Equipment, Systems and Installations in Part 23 Airplanes AC 23.1309-1D or later amendments; or European Aviation Safety Authority (EASA) System Design and Analysis Acceptable Means of Compliance (AMC) 25.1309 or later amendments.
(d)   Environmental qualification
        The FDRIU must be tested in accordance with the test conditions specified in Radio Technical Commission for Aeronautics Inc. (RTCA) Document RTCA/DO-160F - Environmental Conditions and Test Procedures for Airborne Equipment dated 6 December 2007, or later version in force at the time of the test.
(e)   Software qualification
        FDRIU software must be developed in accordance with RTCA Document RTCA/DO-178C - Software Considerations in Airborne Systems and Equipment Certification, dated 13 December 2011,or later version in force at the time of development. Software implementing the functions defined in this ATSO must be developed to Level D, categorised as minor failure condition specified in Section 2.3.3 of RTCA/DO-178C.
(f)    Electronic Hardware Qualification
        FDRIU complex hardware must be developed in accordance with RTCA/DO-254 - Design Assurance Guidance for Airborne Electronic Hardware, dated 19 April 2000, or later version in force at the time of development. Hardware implementing the functions defined in this ATSO must be developed to Level D, categorised as minor failure condition specified in Table 2-1 of RTCA/DO-254.
(g)   Fire Protection
        All materials used in the manufacture of an FDRIU must be self-extinguishing in the event of fire, other than small parts that would not contribute significantly to the propagation of fire. For this purpose, any materials used in the FDRIU must meet the requirements of Category C of Section 26 as defined in RTCA Document RTCA/DO-160F - Environmental Conditions and Test Procedures for Airborne Equipment dated 6 December 2007 or later version in force at the time of manufacture.
(h)   Deviations
        For subregulation 21.609 of CASR 1998, CASA may, on request, issue an approval for a deviation from any performance standard mentioned in this ATSO.
Note:   CASA may approve use of alternative or equivalent means of compliance to the criteria set out in the MPS specified in Appendix 1 of this ATSO. Applicants must demonstrate that an equivalent level of safety is maintained. Requests and approval must be in accordance with regulation 21.609 of CASR1998.
6          Marking requirements
       6.1     An FDRIU manufactured in accordance with this ATSO must be marked in accordance with paragraph 21.607 (1) (c) of CASR 1998.
       6.2     Each separate component of an FDRIU must be permanently and legibly marked with at least the following:
(a)   the name of the manufacturer; and
(b)   the number “ATSO-C1007”.
7          Data requirements — application data
                 An FDRIU cannot meet MPS for an ATSO authorisation unless the manufacturer who has applied for the authorisation has supplied CASA with the following technical data and information:
(a)   the operating instructions and equipment limitations, including full descriptions of the following:
             (i)  the operational capability of the equipment;
            (ii)  any operational or installation limitations that would result if CASA issued an approval for a specific deviation from any performance standard mentioned in this ATSO;
(b)   the installation procedures and limitations, including:
             (i)  descriptions of the extent to which the FDRIU, when installed according to the installation procedures, will continue to meet the requirements of this ATSO; and
            (ii)  descriptions of any unique aspects of the installation; and
           (iii)  as an integral part of the procedures — the following Manufacturer’s Statement:
         The conditions and tests required for ATSO authorisation of this article are minimum performance standards. It is the responsibility of the person installing this article on or within a specific type or class of aircraft to determine that the aircraft installation conditions are within the standards set out in ATS-C1007. ATSO articles must have separate authorisation for installation on or within an aircraft.
(c)   schematic drawings for the installation procedures;
(d)   wiring diagrams for the installation procedures;
(e)   equipment specifications;
(f)    a list of the components that make up the FDRIU and that comply with the standards set out in this ATSO, including:
             (i)  part numbers referenced to the relevant part; and,
            (ii)  where applicable — vendor part number cross-references;
(g)   an Installation Manual (IM), or a Component Maintenance Manual (CMM), or both an IM and a CMM, which must contain at least the following:
             (i)  information on the periodic maintenance, calibration and repair of the installed equipment for its continued airworthiness;
            (ii)  recommended inspection intervals and service life of the installed equipment;
           (iii)  details of any CASA approval to deviate from any performance standard in this ATSO;
(h)   technical data for material identification and specifications;

(i)    a description of the quality system as required under paragraph 21.605 (2) (c) of CASR 1998, but which must also include the functional test specifications to be used to test each production article to ensure its compliance with this ATSO;
(j)    analysis and test results to substantiate compliance with this ATSO;
(k)   nameplate drawings showing the information required under subsections 6.1 and 6.2 of this ATSO;
Note:   Section 6 deals with Marking.
(l)    a list of all drawings and processes, including revision level, necessary to define the design of the FDRIU and its components;
Note:   After the issue of an ATSO authorisation, minor design changes may be with made without further approval by CASA, but only in accordance with regulation 21.611 of CASR 1998.
(m)  an environmental qualifications form for each component of the FDRIU as described in RTCA Document RTCA/DO-160F - Environmental Conditions and Test Procedures for Airborne Equipment dated 6 December 2007 or later version in force at the time of the application;
(n)   details of the computer software used in the FDRIU, including:
             (i)  if the FDRIU includes a digital computer — a statement of assurance and accompanying evidence that the software has been developed in accordance with RTCA/DO-178C - Software Considerations in Airborne Systems and Equipment Certification, dated 13 December 2011, or later version in force at the time of the application;
            (ii)  the following:
(A)    a plan for software aspects of certification (a PSAC);
(B)    a software configuration index; and
(C)    a software accomplishment summary;
                Note:   These are also requirements under RTCA DO-178C.
(o)   if the FDRIU includes a complex custom micro-coded component — the following:
             (i)  a plan for hardware aspects of certification (a PHAC);
            (ii)  a hardware verification plan;
           (iii)  a top level drawing and hardware accomplishment summary, as defined in RTCA/DO-254 - Design Assurance Guidance for Airborne Electronic Hardware, dated 19 April 2000 or later version in force at the time of the application.
Note 1:  This provision has no effect on the requirements of paragraph 21.605 (2) (b) and the data or material required is in addition to any data mentioned in that paragraph.
Note 2:  CASA recommends that the PSAC and the PHAC be submitted as early as possible in the for ATSO authorisation. This will allow for early discussion and agreement between the applicant and the CASA on the design assurance level or levels, the verification approach and the documentation to be prepared and submitted to comply with the data and materials standard set out in this section.
8          Data requirements — manufacturer’s data
                 An FDRIU cannot meet MPS for an ATSO authorisation unless the following technical data and information is continuously available to CASA for review during the ongoing manufacture of a FDRIU:
(a)   the functional qualification specifications to be used to qualify each FDRIU produced to ensure that it complies with this ATSO;
(b)   equipment calibration procedures for the FDRIU;
(c)   corrective maintenance procedures that are to be followed within 12 months after issue of an ATSO authorisation for the FDRIU;
(d)   schematic drawings;
(e)   wiring diagrams;
(f)    material and process specifications;
(g)   the results of the environmental qualification tests conducted in accordance with RTCA Document RTCA/DO-160F - Environmental Conditions and Test Procedures for Airborne Equipment dated 6 December 2007 or later version in force at the time of manufacture.
(h)   where paragraph 7 (n) applies — the appropriate documentation as defined in RTCA/DO-178C - Software Considerations in Airborne Systems and Equipment Certification, dated 13 December 2011, or later version in force at the time of manufacture, including all data supporting the applicable objectives found in Annex A - Process Objectives and Outputs by Software Level;
(i)    where paragraph 7 (o) applies — the appropriate hardware life cycle data in combination with the design assurance level as defined in Appendix A, Table A-1 of RTCA/DO-254 - Design Assurance Guidance for Airborne Electronic Hardware, dated 19 April 2000 or later version in force at the time of manufacture.
9          Data requirements — furnished data
       9.1     An FDRIU cannot meet MPS for an ATSO authorisation unless the manufacturer who has applied for the authorisation has failsafe procedures to ensure that the standard in subsection 9.2 is complied with.
       9.2     Subject to subsection 9.3, at least 1 copy of the following must accompany each FDRIU supplied by the manufacturer to a person:
(a)   the technical data and information specified in sections 7(a) to 7(g) of this ATSO;
(b)   any other data or information necessary for the proper installation, use and continued airworthiness of the FDRIU.
       9.3     If the manufacturer supplies more than 1 FDRIU to the same person at the same time —at least 1 copy of the data and information mentioned in paragraphs 9.2 (a), (b) and (c) must accompany the multiple FDRIU supplied to the person.

Appendix 1 MPS for FDRIU
1          ARINC 717-15
       1.1     In accordance with paragraph 5 (a) of this ATSO, an FDRIU manufactured on or after the effective date of this ATSO must meet the following requirements of Aeronautical Radio Inc. ARINC 717-15 - Flight Data Acquisition and Recording System – dated 6 June 2011 (ARINC 717-15), or later version as in force at the time of manufacture:

(a)   Interface Standards
        Interface Standards must be in accordance with section 4.1;
(b)   Analog Data Inputs
        Analog Data Inputs must be in accordance with section 4.2;
(c)   Digital Data Inputs
        Digital Data Inputs must be in accordance with section 4.3;
(d)   Discrete Data Inputs
        Discrete Data Inputs must be in accordance with section 4.4;
(e)   Reference Inputs
        Reference Inputs must be in accordance with section 4.5;
(f)    Aircraft Parameters
        Aircraft Parameters signal conditioning must be in accordance with section 5.2.1;
(g)   Documentary Data Input
        Documentary Data Input must be in accordance with section 5.2.2;
(h)   Reference Outputs
        Reference Outputs must be in accordance with the following:
             (i)  section 4.6.1 Potentiometer;
            (ii)  section 4.6.2 Accelerometer Reference Supply (+28 Vdc);
           (iii)  section 4.6.3 Probe Excitation;

2          EUROCAE ED-112
       2.1     In accordance with paragraph 5 (a) of this ATSO, an FDRIU manufactured on or after the effective date of this ATSO must meet the following requirements of EUROCAE ED-112 - Minimum Operational Performance Specification for Crash Protected Airborne Recorder Systems, dated March 2003 (EUROCAE ED-112), or later version as in force at the time of application:
(a)   Monitoring of Proper Operation
        Monitoring of proper operation must be in accordance with the acceptable means of compliance mentioned in the Note to paragraph 2-1.4.2 of EUROCAE ED-112 (but as if paragraph a. in the Note (Loss of system electrical power) were deleted).
(b)   Start and Termination of Recording
        Start and termination of recording must be in accordance with paragraph 2-1.5 of EUROCAE ED-112.
(c)   Data Sampling, Recording and Retrieval Characteristics
        Data sampling, recording and retrieval characteristics must be in accordance with paragraph II-2.1.15 of EUROCAE ED-112.
