On the effective date specified below, and for the reasons set out in the background section, the CASA delegate whose signature appears below repeals Airworthiness Directive (AD) AD/LTS/9 Amdt 2, and issues the following AD under subregulation 39.001 (1) of CASR 1998 and subsection 33 (3) of the Acts Interpretation Act 1901. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct an unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.
AlliedSignal (Lycoming) Turbine Engines - LTS 101 Series
AD/LTS/9 Amdt 3
Number 3 and 4 Bearing Monitoring
This AD applies to all LTS101 series engines not incorporating the improved Power Turbine retention system, as required by CASA AD AD/LTS/13.
1. Monitor the condition of the number 3 and 4 bearings in accordance with the technical procedures detailed in United States of America Federal Aviation Administration (FAA) Airworthiness Directive 88-14-01, paragraphs (a) through (j); or
2. Accomplish the instructions given in paragraph 3 of Honeywell Service Bulletin LT 101-72-50-0227, including the daily inspection requirements.
Note: Compliance with Honeywell (formerly AlliedSignal / Textron Lycoming) Service Bulletins LT 101-72-40-0103 and LT 101-77-30-0104 Revision 1 or later revisions of those Services Bulletins approved by the FAA as an AMOC or for substitution with respect to the requirements of FAA AD 88-14-01, is taken to be equivalent means of compliance with requirement 1 of this AD.
As detailed in the requirement documents as from the effective date of this AD.
Note: Compliance with Amendment 2 of this AD, AD/LTS/9 Amdt 2, constitutes compliance with Requirement 1 of this AD.
The effective date of this AD is 1 August 2014.
This AD was originally issued to require the monitoring of the number 3 and 4 bearings for evidence of failure following advice of power turbine failure events. The requirement reflected FAA AD 87-26-10.
AD/LTS/9 Amdt 1, which became effective on 6 October 1988, reflected that FAA AD 88-14-01 superseded the requirements of FAA AD 87-26-10. FAA AD 88-14-01 alleviated the inspection and maintenance requirements of FAA AD 87-26-10 and introduced alternate maintenance procedures.
AD/LTS/9 Amdt 2, which became effective on 15 August 1996, introduced terminating action. The requirements of the AD are no longer applicable to engines incorporating the improved rotor retention capability and improved electronic power turbine rotor overspeed controller detailed in CASA AD AD/LTS/13.
This AD, AD/LTS/9 Amdt 3, adds Honeywell Service Bulletin LT 101-72-50-0227 as a means of compliance to address the unsafe condition identified in FAA AD 88‑14‑01.
