12.2 Documents that are authorised release certificates for new aeronautical products, the manufacture of which has been permitted under the law of a foreign country
12.2.1 For a new aeronautical product on which maintenance has not been carried out, a document:
(a) issued under the law of a foreign country that has permitted the manufacture of the product; and
(b) that certifies that the product has been manufactured in conformity to its approved design data; and
(c) that identifies the product by its name, part number and serial number (if applicable); and
(d) that identifies the country referred to in paragraph (a); and
(e) that identifies the organisation responsible for issuing the document and its authority to do so; and
(f) that is identified as an authorised release certificate; and
(g) that includes its date of issue; and
(h) that includes the name and signature of the individual who issued it on behalf of the organisation;
is an authorised release certificate within the meaning of paragraph (b) of the ARC definition.
12.3 Documents that are authorised release certificates for aeronautical products on which maintenance has been carried out under the law of a foreign country
12.3.1 For an aeronautical product on which maintenance has been carried out, a document:
(a) issued under a law of a foreign country that has permitted the carrying out of the maintenance and that is specified in Table 12.3.1; and
(b) that meets the requirements of subsection 12.3.2;
is an authorised release certificate within the meaning of paragraph (d) of the ARC definition.

As at January 2014, specified EASA member countries are as follows: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungry, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovak Republic, Slovenia, Spain, Sweden, Switzerland and the United Kingdom. If in doubt, the inclusion of a country in EASA should be confirmed.
12.3.2 For paragraph 12.3.1 (b), the document must:
(a) describe the maintenance that has been carried out; and
(b) certify that the maintenance has been carried out in accordance with the law of the foreign country that has permitted the carrying out of the maintenance; and
(c) identify the product by its name, part number and serial number (if applicable); and
(d) identify the foreign country referred to in paragraph (b); and
(e) identify the organisation responsible for issuing the document and its authority to do so; and
(f) be identified as an authorised release certificate; and
(g) include its date of issue; and
(h) include the name and signature of the individual who issued it on behalf of the organisation.
