I, GERARD JOHN CAMPBELL, Executive Manager, Operations Division, a delegate of CASA, make this instrument under subregulations 151 (3), 207 (1), 207 (3), 250 (2), 251 (3) and 251 (9) of the Civil Aviation Regulations 1988 and regulation 11.160 of the Civil Aviation Safety Regulations 1998.

Authorisations, approval, permission, directions and exemption — helicopter operations (Aeropower)
1          Duration
                 This instrument:
(a)   commences on the day of registration; and
(b)   expires at the end of February 2018, as if it had been repealed by another instrument.
2          Repeal
                 Instrument CASA 16/15 is repealed.
3          Definition
                 In this instrument:
maintenance person means a person who specialises in the installation, repair and maintenance of transmission lines and transmission line tower structures, and its components.
4          Application
                 This instrument applies to:
(a)   Aeropower Pty Ltd, Aviation Reference Number 550845 (the operator); and
(b)   the operator’s aircraft; and
(c)   pilots in command and maintenance persons employed by the operator;
                 with respect to helicopter aerial work operations and training exercises for the maintenance of transmission lines and transmission line tower structures (maintenance operations).
5          Authorisation and approval
                 The operator is authorised and approved to use MD500 and MD600 type helicopters to conduct aerial work operations, and training exercises, for the maintenance of transmission lines and transmission line tower structures.
6          Authorisation
                 During maintenance operations, when the operator’s aircraft is hovering in flight, the maintenance person is authorised to be picked up by the aircraft.
7          Permission
                 During maintenance operations, when the operator’s aircraft is hovering in flight, the maintenance person is permitted to be carried on the undercarriage of the aircraft for the purpose of embarking on, or disembarking from, the aircraft.
8          Directions
        (1)     During maintenance operations, the pilot in command and the maintenance person are directed to wear a safety harness, as specified in the operator’s operations manual, in place of a seat belt.
        (2)     During maintenance operations, when the operator’s aircraft is hovering in flight and the maintenance person is embarking on, or disembarking from, the aircraft, the maintenance person is not required to occupy a seat or wear a seat belt.
        (3)     The operator is directed to fit, carry or use instruments and items of equipment on the operator’s aircraft in accordance with the operator’s operations manual.
9          Exemption
                 During maintenance operations, the operator’s aircraft is exempt from complying with paragraphs 3.1 and 4.1 of Civil Aviation Order 20.16.3.
10        Conditions
                 This instrument is subject to the conditions mentioned in Schedule 1.
Schedule 1          General conditions
        1     Each of the operator’s aircraft, when conducting maintenance operations, may only carry 1 pilot in command and no more than 2 maintenance persons.
        2     The maintenance operations must be conducted in accordance with the operator’s operations manual, including the instructions approved by CASA as set out in the operator’s operations manual.
